The Standing Committee on National Defence met at 11:03 a.m. this day, in Room 362, East Block, the Chair, Rick Norlock, presiding.

 

Members of the Committee present: James Bezan, Corneliu Chisu, Cheryl Gallant, Jack Harris, Jean-François Larose, Élaine Michaud, Joyce Murray, Rick Norlock and John Williamson.

 

Acting Members present: Chungsen Leung for Hon. Peter Kent.

 

Associate Members present: John Carmichael.

 

In attendance: Library of Parliament: Melissa Radford, Analyst.

 

Witnesses: As an individual: Stéphane Roussel, Professor, École nationale d'administration publique.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee resumed its study of the defence of North America.
 

The witness made a statement and answered questions.

 

It was agreed, — That John Carmichael and John Harris, be authorized to attend in camera proceedings this day.

 

At 12:18 p.m., the sitting was suspended.

At 12:23 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That a proposed budget in the amount of $32,850.00, for the study of the defence of North America, be adopted.

 

It was agreed, — That pursuant to Standing Order 111(1), the Committee invite Gary Walbourne, appointed as Ombudsperson for the Department of National Defence and the Canadian Forces, to appear, for one hour, before the Committee prior to May 30, 2014.

 

It was agreed, — That the Standing Committee on National Defence invite the Chief of Defence Staff, the Chief of Military Personnel and the Judge Advocate General as witnesses to appear before the Committee to answer questions about sexual assault in the military and the response thereto, for two hours, as soon as possible.

 

At 1:02 p.m., the Committee adjourned to the call of the Chair.
