The Standing Committee on Justice and Human Rights met at 3:31 p.m. this day, in Room 268, The Valour Building, the Chair, Mike Wallace, presiding.

 

Members of the Committee present: Françoise Boivin, Blaine Calkins, Sean Casey, Bob Dechert, Robert Goguen, Ève Péclet, Kyle Seeback, Mike Wallace and David Wilks.

 

Acting Members present: Isabelle Morin for Pierre Jacob.

 

Associate Members present: Colin Mayes.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Dominique Valiquet, Analyst.

 

Witnesses: Colin Mayes, M.P., Okanagan—Shuswap. As an individual: Susan Ashley. Criminal Lawyers' Association: Howard Krongold, Director. British Columbia Civil Liberties Association: Josh Paterson, Executive Director. Victims of Violence Canadian Centre for Missing Children: Sharon Rosenfeldt, President.

 
Pursuant to the Order of Reference of Wednesday, September 24, 2014, the Committee commenced consideration of Bill C-587, An Act to amend the Criminal Code (increasing parole ineligibility).
 

Colin Mayes, Susan Ashley and Sharon Rosenfeldt, by videoconference from Pheonix, Arizona made statements and answered questions.

 

At 4:29 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed.

 

Josh Paterson, by videoconference from Vancouver, British Columbia, and Howard Krongold made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Bob Dechert moved, — That, in regard to the motion adopted by the House of Commons on November 26, 2014 mandating that the Standing Committee of Justice and Human Rights undertake a study on the topic of fetal alcohol syndrome, up to ten members of the Committee be authorized to travel to the Yukon, during the week of March 1 to 7 or the week of March 15 to 21, 2015 and that the necessary staff accompany the Committee.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 3.

 

At 5:33 p.m., the Committee adjourned to the call of the Chair.
