The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 3:30 p.m. this day, in Room 253-D, Centre Block, the Chair, Phil McColeman, presiding.

 

Members of the Committee present: Scott Armstrong, Ray Boughen, Brad Butt, Rodger Cuzner, Jim Eglinski, Sadia Groguhé, Colin Mayes, Phil McColeman, Marie-Claude Morin and Jinny Jogindera Sims.

 

In attendance: Library of Parliament: Caroline Quesnel, Analyst; Shauna Troniak, Analyst.

 

Witnesses: Peel Multicultural Council: Naveed Chaudhry, Executive Director; Jagdeep Kailey, Manager, Settlement Services. Eden Community Food Bank: Peter Costello, Director of Operations, Food Skills; Bill Crawford, Executive Director. United Way Ottawa: Carole Gagnon, Vice President, Community Services.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 5, 2015, the Committee resumed its study on exploring the potential of social finance in Canada.
 

Naveed Chaudhry, Carole Gagnon, Bill Crawford and Peter Costello made statements and, with Jagdeep Kailey, answered questions.

 

At 4:33 p.m., the sitting was suspended.

At 4:38 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to the study of Exploring the Potential of Social Finance in Canada, the proposed budget in the amount of $67,292.17, for the travel of five members of the Committee accompanied by the necessary staff to London, United Kingdom, in the Spring of 2015, be adopted.

 

It was agreed, — That, notwithstanding the motion adopted by the Committee on Thursday, February 5, 2015, the Committee devote an additional five (5) meetings for its study of Exploring the Potential of Social Finance in Canada; that April 21, 23, 28 and May 12, 2015 be scheduled as meetings to hear from witnesses and that each party submit a new list of potential witnesses for these dates; that officials from the Department of Finance and the Department of Employment and Social Development be invited to appear on Thursday, May 14, 2015; and that any business referred to the Committee by the House, such as legislation or Estimates take precedence in scheduling over this study.

 

It was agreed, — That, notwithstanding the routine motion relative to the Subcommittee on Agenda and Procedure, adopted by the Committee on Tuesday, October 29, 2013, the composition of the Subcommittee be amended by the following: “That the Subcommittee on Agenda and Procedure be composed of five (5) members, including the Chair, the two (2) Vice-chairs and two (2) members of the Conservative Party”.

 

That the motion, as amended, read as follows:

That the Subcommittee on Agenda and Procedure be composed of five (5) members, including the Chair, the two (2) Vice-chairs and the two (2) members of the Conservative Party; that, the quorum of the Subcommittee shall consist of at least three (3) members, including one (1) member of the official opposition; that, each member of the Subcommittee shall be permitted to have one (1) assistant attend any meetings of the Subcommittee on Agenda and Procedure; and that, each party shall be permitted to have one (1) staff member from their House offices attend any meetings.

 

It was agreed, — That in relation to the study of Exploring the Potential of Social Finance in Canada, members submit their list of witnesses to the Clerk of the Committee by Friday, April 10, 2015.

 

At 5:10 p.m., the Committee adjourned to the call of the Chair.
