The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 3:30 p.m. this day, in Room 228, La Promenade Building, the Chair, Phil McColeman, presiding.

 

Members of the Committee present: Scott Armstrong, Alexandre Boulerice, Brad Butt, Rodger Cuzner, Joe Daniel, Phil McColeman, Cathy McLeod, Devinder Shory, Jinny Jogindera Sims and Jonathan Tremblay.

 

Acting Members present: Alain Giguère for Sadia Groguhé, Ted Opitz for Colin Mayes and Brad Trost for Colin Mayes.

 

In attendance: Library of Parliament: Havi Echenberg, Analyst; Sandra Gruescu, Analyst.

 

Witnesses: Department of Human Resources and Skills Development: Catherine Allison, Director, Public Affairs and Stakeholder Branch; Alexis Conrad, Director General, Skills and Employment Branch; Atiq Rahman, Director, Learning Branch. Privy Council Office: David Dendooven, Director of Strategic Policy, Machinery of Government.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee commenced its study of the subject Matter of Clauses 176 to 238 (Divisions 5 and 6 of Part 3) of Bill C-4, A second Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures.
 

Alexis Conrad made a statement and, with Catherine Allison, David Dendooven and Atiq Rahman, answered questions.

 

At 4:33 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the First Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Tuesday, November 5, 2013, to consider to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee undertake a study on the Subject Matter of Clauses 176 to 238 (Divisions 5 and 6 of Part 3) of Bill C-4, A second act to implement certain provisions of the budget tabled in Parliament on March 21, 2013, and other measures;

2. That the Committee invite officials from Employment and Social Development Canada to appear on the subject matter of Division 6 on Thursday, November 7, 2013, for two (2) hours;

3. That the Committee invite officials from the Labour Program of the Department of Employment and Social Development Canada to appear on the subject matter of Division 5 on Tuesday, November 19, 2013, for one (1) hour;

4. That the Committee hear from witnesses on the subject matter of Division 5 on Tuesday, November 19, 2013 for one (1) hour, and on Thursday, November 21, 2013, for one (1) hour;

5. That the Committee consider the suggested amendments to the Bill on Thursday, November 21, 2013;

6. That the Committee resume its study entitled “Engaging Experience: Opportunities for Older Persons in the Workforce”, commenced during the First Session of the 41st Parliament, and that the evidence and documentation received by the Committee at that time on the subject be taken into consideration by the Committee in the current session;

7. That the Committee receive a briefing from the Analysts on this study on Thursday, November 21, 2013;

8. That the Committee consider the draft report for this study on Tuesday, November 26, 2013;

9. That the Committee undertake a study on opportunities for aboriginal persons in the workforce, and the supports available to them through the government including the Aboriginal Skills, Employment and Training Strategy (ASETS), which is up for renewal in 2015;

10. That the Committee invite officials from Employment and Social Development Canada to appear on this study on Thursday, November 28, 2013 for two (2) hours and on Tuesday, December 3, 2013, for one (1) hour;

11. That the Committee hear from witnesses on this study on Tuesday, December 3, 2013, for one (1) hour and Thursday, December 5, 2013;

12. That the Committee cancel its meetings on Tuesday, December 10, 2013, and Thursday, December 12, 2013.

 

It was agreed, — That a proposed operational budget in the amount of a maximum of $4,000, for the Committee's study of the subject matter of clauses 176 to 238 (Divisions 5 and 6 of Part 3) of Bill C-4, A second Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures, be adopted.

 

At 4:36 p.m., the Committee adjourned to the call of the Chair.
