The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 8:45 a.m. this day, in Room 306, La Promenade Building, the Chair, Phil McColeman, presiding.

 

Members of the Committee present: Scott Armstrong, Brad Butt, Rodger Cuzner, Larry Maguire, Colin Mayes, Phil McColeman, Cathy McLeod and Jinny Jogindera Sims.

 

Acting Members present: Denis Blanchette for Tarik Brahmi and Alexandre Boulerice for Sadia Groguhé.

 

In attendance: Library of Parliament: Isabelle Lafontaine-Émond, Analyst; Édison Roy-César, Analyst.

 

Witnesses: Canadian Home Builders' Association: Bard Golightly, President; Kevin Lee, Chief Executive Officer. Progressive Contractors Association of Canada: Sean Reid, Vice-President, Federal and Ontario. Canadian Welding Bureau: J. Craig Martin, Vice President, Public Safety. Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, April 29, 2014, the Committee resumed its study of the renewal of the Labour Market Development Agreements (LMDA).
 

Kevin Lee, Bard Golightly, Sean Reid and J. Craig Martin made statements and answered questions.

 

At 9:41 a.m., the sitting was suspended.

At 9:49 a.m., the sitting resumed.

 

Lindsay Manko, Carlo Bizzarri and Mary-Lou Donnelly made statements and answered questions.

 

At 10:30 a.m., the sitting was suspended.

At 10:33 a.m., the sitting resumed.

 

Scott Armstrong moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

 

At 10:34 a.m., the sitting was suspended.

At 10:35 a.m., the sitting resumed in camera.

 

It was agreed, — That the Committee invite the Minister of Employment and Social Development to appear to discuss aspects of the temporary foreign worker program, including changes recently proposed in Part 6, Division 20 of Bill C-31, An Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures, related to enforcement penalties, as well as impacts of the program on employment, unemployment, vacancies, and wages.

 

At 10:37 a.m., the Committee adjourned to the call of the Chair.
