The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 8:46 a.m. this day, in Room 228, La Promenade Building, the Chair, Phil McColeman, presiding.

 

Members of the Committee present: Tarik Brahmi, Brad Butt, Rodger Cuzner, Sadia Groguhé, Larry Maguire, Colin Mayes, Phil McColeman, Cathy McLeod and Jinny Jogindera Sims.

 

Acting Members present: Ted Falk for Scott Armstrong and Chris Warkentin for Larry Maguire.

 

In attendance: Library of Parliament: Isabelle Lafontaine-Émond, Analyst; Édison Roy-César, Analyst.

 

Witnesses: Institute for Research on Public Policy: Tyler Meredith, Research Director. Canadian Labour Congress: Barbara Byers, Secretary-Treasurer; Mike Luff, Senior Research Social and Economic Policy. Canadian Coalition of Community-Based Employability Training : Chris Atchison, Chair. Coalition des organismes communautaires pour le développement de la main-d'oeuvre: Richard Gravel, Vice President; Frédéric Lalande, Director General. Réseau des carrefours jeunesse-emploi du Québec: Monique Sauvé, President.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Cathy McLeod moved, — That, following its consideration of the subject matter of clauses 242 to 251, 371 to 374, and 483 to 486 of Bill C-31, the Committee send a letter to the Chair of the Standing Committee on Finance informing him that the Committee has no amendments to propose.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 4; NAYS: 1.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, April 29, 2014, the Committee resumed its study of the renewal of the Labour Market Development Agreements (LMDA).
 

Barbara Byers and Tyler Meredith made statements and, with Mike Luff, answered questions.

 

At 9:45 a.m., the sitting was suspended.

At 9:52 a.m., the sitting resumed.

 

Chris Atchison, Monique Sauvé and Frédéric Lalande made statements and, with Richard Gravel, answered questions.

 

At 10:48 a.m., the Committee adjourned to the call of the Chair.
