The Standing Committee on Fisheries and Oceans met at 11:05 a.m. this day, in Room 268, The Valour Building, the Chair, Rodney Weston, presiding.

 

Members of the Committee present: Robert Chisholm, Ryan Cleary, Patricia Davidson, Randy Kamp, François Lapointe, Ryan Leef, Hon. Lawrence MacAulay, Robert Sopuck, John Weston and Rodney Weston.

 

In attendance: Library of Parliament: Thai Nguyen, Analyst.

 

Witnesses: Department of Fisheries and Oceans: Kevin Stringer, Senior Assistant Deputy Minister, Ecosystems and Fisheries Management; Andrew McMaster, Assistant Director, Aquaculture Policy and Regulatory Initiatives, Ecosystems and Fisheries Management; Melinda Lontoc-Roy, Advisor, Fisheries Protection Program, Ecosystems and Fisheries Management; Alain Vézina, Acting Director General, Science, Ecosystems and Oceans Science.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Lawrence MacAulay moved, — That, given the potential consequences of the government’s proposed Aquaculture Activity Regulations, the Committee undertake a study on what effects these regulatory changes will have on Canada’s oceans, fish habitat, and marine and coastal environments, and call witnesses including the Minister of Fisheries and Oceans, senior departmental officials, and interested stakeholder groups to testify before the Committee.

 

Randy Kamp moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

 

At 11:08 a.m., the sitting was suspended.

At 11:09 a.m., the sitting resumed in camera.

 

At 11:40 a.m., the sitting was suspended.

At 11:42 a.m., the sitting resumed in public.

 

François Lapointe gave notice of the following motion:

That the Committee hold at least one meeting as soon as possible to consider the listing of Atlantic Sturgeon under the Species At Risk Act (St. Lawrence populations), that the Committee make recommendations regarding the possible ecological, cultural and economic impacts of listing these populations under the Species At Risk Act, in accordance with the Fisheries and Oceans Canada consultations ending on February 27, 2015, and that the Committee report its findings and recommendations to the House at its earliest convenience.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, March 3, 2014, the Committee commenced its study of recreational fishing in Canada.
 

Kevin Stringer made a statement and, with Alain Vézina, Andrew McMaster and Melinda Lontoc-Roy, answered questions.

 

At 1:01 p.m., the Committee adjourned to the call of the Chair.
