The Standing Committee on Access to Information, Privacy and Ethics met at 11:01 a.m. this day, in Room 8-53, 131 Queen Street, the Vice-Chair, Patricia Davidson, presiding.

 

Members of the Committee present: Scott Andrews, Charmaine Borg, Paul Calandra, Patricia Davidson, Jacques Gourde, Hon. Laurie Hawn, Pat Martin, Mathieu Ravignat and Bob Zimmer.

 

Acting Members present: Mark Adler for Tilly O'Neill Gordon, Charlie Angus for Pat Martin and Francis Scarpaleggia for Scott Andrews.

 

In attendance: Library of Parliament: Dara Lithwick, Analyst; Maxime-Olivier Thibodeau, Analyst. House of Commons: Philippe Méla, Legislative Clerk; David-Andrés Novoa, Legislative Clerk.

 
Pursuant to the Order of Reference of Wednesday, February 12, 2014, and the motion adopted by the Committee on Thursday, February 13, 2014 the Committee resumed consideration of Bill C-520, An Act supporting non-partisan agents of Parliament.
 

The Committee resumed clause-by-clause consideration on Clause 9 of the Bill.

 

Clause 9 was negatived by a show of hands: YEAS: 0; NAYS: 9.

 

After debate, Clause 10 was negatived by a show of hands: YEAS: 0; NAYS: 8.

 

The question was put on Clause 11 and the result of the vote was announced: YEAS: 4; NAYS: 4.

Whereupon, the Chair voted in the affirmative.

Accordingly, Clause 11 carried.

 

Clause 12 carried by a show of hands: YEAS: 5; NAYS: 4.

 

Clause 13 carried by a show of hands: YEAS: 5; NAYS: 4.

 
Laurie Hawn moved, — That Bill C-520, in Clause 1, be amended by replacing line 5 on page 1 with the following:

Non-Partisan Offices of Agents of Parliament Act.

 

The question was put on the amendment of Laurie Hawn and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

 

Clause 1, Short Title, as amended, carried by a show of hands: YEAS: 5; NAYS: 4.

 

The Chair ruled that the following amendment was consequential to the previous amendment and therefore it was also adopted:

That Bill C-520 be amended by replacing the long title on page 1 with the following:

“An Act supporting non-partisan offices of agents of Parliament”

 

The Title, as amended, carried by a show of hands: YEAS: 5; NAYS: 4.

 

The Bill , as amended, carried.

 

ORDERED, — That the Chair report the Bill , as amended, to the House.

 

ORDERED, — That Bill C-520, as amended, be reprinted for the use of the House at report stage.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Paul Calandra moved, — That the Committee do now adjourn.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

 

At 11:37 a.m., the Committee adjourned to the call of the Chair.
