The Standing Committee on Environment and Sustainable Development met at 3:30 p.m. this day, in Room 306, La Promenade Building, the Chair, Harold Albrecht, presiding.

 

Members of the Committee present: Harold Albrecht, Dennis Bevington, Colin Carrie, François Choquette, Mylène Freeman, Robert Sopuck, Brian Storseth, Lawrence Toet and Stephen Woodworth.

 

Acting Members present: Francis Scarpaleggia for Hon. John McKay.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst; Tim Williams, Analyst.

 

Witnesses: International Joint Commission: Gordon W. Walker, Acting Chair, Canadian Section. Great Lakes Fishery Commission: Robert Lambe, Executive Secretary. Grand River Conservation Authority: Joe Farwell, Chief Administrative Officer. Chiefs of Ontario: Chief April Adams-Phillips, Representative, Mohawk Council of Akwesasne; Jim Ransom, Representative, Director, Tehotiiennawakon, Mohawk Council of Akwesasne.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, December 10, 2013, the Committee resumed its study of the water quality of the Great Lakes Basin.
 

Gordon W. Walker and Robert Lambe made statements and answered questions.

 

At 4:31 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed.

 

Joe Farwell and April Adams-Phillips made statements and, with Jim Ransom, answered questions.

 

François Choquette moved, — That the Committee invite the Honourable Leona Aglukkaq, Minister of Environment, to appear before the Committee on the Supplementary Estimates (C) 2013-14 before Thursday, March 6th 2014 and that this meeting be televised.

 

Colin Carrie moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Colin Carrie, Robert Sopuck, Brian Storseth, Lawrence Toet, Stephen Woodworth — 5; NAYS: Dennis Bevington, François Choquette, Mylène Freeman, Francis Scarpaleggia — 4.

 

At 5:07 p.m., the sitting was suspended.

At 5:08 p.m., the sitting resumed in camera.

 

At 5:10 p.m., the sitting was suspended.

At 5:11 p.m., the sitting resumed in public.

 

Questioning of the witnesses resumed.

 

At 5:19 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit for two (2) minutes.

 

At 5:21 p.m., the Committee adjourned to the call of the Chair.
