The Standing Committee on Agriculture and Agri-Food met at 11:00 a.m. this day, in Room 8-53, 131 Queen Street, the Chair, Bev Shipley, presiding.

 

Members of the Committee present: Ruth Ellen Brosseau, Earl Dreeshen, Hon. Mark Eyking, Randy Hoback, Pierre Lemieux, LaVar Payne, Francine Raynault, Bev Shipley and Bob Zimmer.

 

Acting Members present: Malcolm Allen for Denis Blanchette and Frank Valeriote for Hon. Mark Eyking.

 

In attendance: Library of Parliament: Khamla Heminthavong, Analyst; Frédéric Forge, Analyst. House of Commons: David-Andrés Novoa, Legislative Clerk.

 

Witnesses: Compost Council of Canada: Susan Antler, Executive Director. Agricultural Credit Corporation: Jaye Atkins, Chief Executive Officer. Pursuant to the Order of Reference of Tuesday, June 17, 2014, the Committee resumed consideration of Bill C-18, An Act to amend certain Acts relating to agriculture and agri-food.
 

Delaney Ross Burtnack, by videoconference from Winnipeg, Manitoba, Jaye Atkins, by videoconference from Guelph, Ontario, Susan Antler, by videoconference from Toronto, Ontario and Chidi Oguamanam made statements and answered questions.

 

At 12:02 p.m., the sitting was suspended.

At 12:06 p.m., the sitting resumed.

 

Ariane Gagnon-Légaré, by videoconference from Québec, Québec, Dennis Prouse and William Van Tassel made statements and, with Stephen Yarrow and Salah Zoghlami, answered questions.

 

At 12:46 p.m., the sitting was suspended.

At 12:48 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, with respect to the Order of Reference of June 17, 2014, concerning Bill C-18, An Act to amend certain Acts relating to agriculture and agri-food:

(a) the Committee shall proceed to clause-by-clause consideration of the Bill no later than Tuesday November 4, 2014, provided that the Chair may limit debate on each clause to a maximum of five (5) minutes per party, per clause, before the clause comes to a vote;

(b) all amendments to the Bill be submitted to the Clerk of the Committee by 6:00 p.m. on October 30, 2014 and distributed to members in both official languages by 9:00 a.m. on October 31, 2014;

(c) if the Committee has not completed clause-by-clause consideration by 11:59 p.m. on Tuesday, November 4, 2014, then all remaining amendments submitted to the Committee shall be deemed moved, and the Chair shall put the question, forthwith and successively without further debate, on all remaining clauses and amendments submitted to the Committee, as well as each and every question necessary:

(i) to dispose of clause-by-clause consideration of the Bill;

(ii) to report the Bill to the House;

and (iii) to order the Chair to report the Bill to the House as early as possible.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
