The Standing Committee on Public Safety and National Security met in cameraat 8:45 a.m. this day, in Room 228, La Promenade Building, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Candice Bergen, Rosane Doré Lefebvre, Randall Garrison, Parm Gill, Hon. Laurie Hawn, Ryan Leef, Rick Norlock, LaVar Payne, John Rafferty, Jean Rousseau, Francis Scarpaleggia and Kevin Sorenson.

 

Acting Members present: Devinder Shory for Candice Bergen.

 

Associate Members present: Brad Butt.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst.

 

Witnesses: Royal Canadian Mounted Police Staff Relations Representatives Program: Abraham A. Townsend, National Executive. Canadian Police Association: Tom Stamatakis, President. Canadian Association of Police Boards: Micki Ruth, Member, Policing and Justice Committee.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, notwithstanding previous motions concerning the Supplementary Estimates (C) 2012-2013, the Committee invite the Honourable Vic Toews, Minister of Public Safety, to appear before the Committee regarding the Supplementary Estimates (C) 2012-2013 and the Main Estimates 2013 -2014 on or before Thursday, March 21, 2013, and that this meeting be televised.

 

At 9:04 a.m., the sitting was suspended.

At 9:06 a.m., the sitting resumed in public.

 
Pursuant to the Order of Reference of Tuesday, February 12, 2013, and the motion adopted by the Committee on Thursday, February 28, 2013, the Committee resumed consideration of Bill C-51, An Act to amend the Witness Protection Program Act and to make a consequential amendment to another Act.
 

Tom Stamatakis, by videoconference from Vancouver, British Columbia, and Staff Sergeant Townsend made statements and answered questions.

 

At 9:53 a.m., the sitting was suspended.

At 9:55 a.m., the sitting resumed.

 

Commissioner Ruth, by videoconference from Halifax, Nova Scotia, made a statement and answered questions.

 

At 10:09 a.m., the Committee adjourned to the call of the Chair.
