The Standing Committee on Public Safety and National Security met at 3:31 p.m. this day, in Room 306, La Promenade Building, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Jay Aspin, Sylvain Chicoine, Randall Garrison, Candice Bergen, Ryan Leef, Marie-Claude Morin, Rick Norlock, Brent Rathgeber, Jasbir Sandhu, Francis Scarpaleggia, Kevin Sorenson and Wai Young.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst.

 

Witnesses: JEMTEC Inc.: Eric Caton, President and Chief Executive Officer; Michael Nuyen, Project Manager. Correctional Service of Canada: Brian Grant, Director General, Research Branch.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, January 31, 2012, the Committee resumed its study of electronic monitoring.
 

Eric Caton, by videoconference from Vancouver, British Columbia, made a statement and, with Michael Nuyen, by videoconference from Toronto, Ontario, answered questions.

 

Brian Grant made a statement and answered questions.

 

At 5:11 p.m., the sitting was suspended.

At 5:12 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Francis Scarpaleggia moved, — That, pursuant to Standing Order 108(2), the Committee invite the Minister of Public Safety and senior officials to discuss the government’s new anti-terrorism strategy, “Building Resilience Against Terrorism: Canada's first Counter-terrorism Strategy”, for a maximum of four hours at the earliest opportunity.

Debate arose thereon.

 

Candice Bergen moved, — That the motion be amended by replacing the words “for a maximum of four hours" with the words "for one meeting" and the words “earliest opportunity” with the words “Minister’s and officials’ earliest opportunity”.

After debate, the question was put on the amendment of Candice Bergen and it was agreed to.

The motion, as amended, read as follows:

That, pursuant to Standing Order 108(2), the Committee invite the Minister of Public Safety and senior officials to discuss the government’s new anti-terrorism strategy, “Building Resilience Against Terrorism: Canada's first Counter-terrorism Strategy”, for one meeting at the Minister’s and officials’ earliest opportunity.

 

Jasbir Sandhu moved, — That the Committee hear officials of the Department of Citizenship and Immigration concerning electronic monitoring.

 

After debate, the question was put on the motion and it was agreed to.

 

At 5:22 p.m., the Committee adjourned to the call of the Chair.
