The Standing Committee on Natural Resources met at 11:01 a.m. this day, in Room 268, La Promenade Building, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Mike Allen, David Anderson, Leon Benoit, Blaine Calkins, Claude Gravelle, Peter Julian, Ryan Leef, Laurin Liu, Jamie Nicholls and Brad Trost.

 

Acting Members present: Patricia Davidson for Royal Galipeau and Hon. John McKay for David J. McGuinty.

 

In attendance: House of Commons: Isabelle Dumas, Procedural Clerk. Library of Parliament: Jean-Luc Bourdages, Analyst; Milana Simikian, Analyst.

 

Witnesses: Biothermica: Guy Drouin, President. As an individual: Mohamed Gamal El-Din, Professor, NSERC Senior Industrial Research Chair in Oil Sands Tailings Water Treatment. Écotech Québec: Denis Leclerc, President and Chief Executive Officer. Building and Construction Trades Department, AFL-CIO: Christopher Smillie, Senior Advisor, Government Relations and Public Affairs.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on October 4, 2012, the Committee resumed its study of innovation in the energy sector.
 
The Committee proceeded to the consideration of matters related to Committee business.
 

Blaine Calkins moved, — That the Committee, in light of the comments by Senior Liberal MP David McGuinty and Liberal leadership candidate Justin Trudeau, conduct hearings on the economic benefits that flow from Alberta's energy sector across Canada; that Members of Parliament David McGuinty and Justin Trudeau be invited as witnesses to explain their comments; and that the Committee report its findings to the House in order to ensure that all Members of Parliament and Canadians are informed of these economic benefits.

Debate arose thereon.

 

John McKay moved, — That the motion be amended by replacing all the words after “That” with the words “, given that fair treatment for all provinces is vital for Canada's natural resources sector, the Committee invite the Right Honourable Stephen Harper, MP to explain the following quotes:

a) A quote that he made during a speech to the Council for National Policy in June 1997:

“Obviously, the issue here is not slavery, but the appeasement of ethnic nationalism. For years, we've had this Quebec separatist movement. For years, we elected Quebec prime ministers to deal with that, Quebec prime ministers who were committed federalists who would lead us out of the wilderness. For years, we have given concessions of various kinds of the province of Quebec, political and economic, to make them happier. This has not worked”

and

b) A quote that appeared in from the Saskatoon StarPhoenix on May 24, 1997, in reference to a 1997 Reform Party television ad that had crossed out the faces of Quebec politicians:

Another Reformer, former MP Stephen Harper, said other parties have played along for 30 years that it's better to have a leader from a certain region. He cited former prime ministers Pierre Trudeau and Brian Mulroney, as well as Chretien and Charest, who were going to reconcile Quebec to the rest of Canada. It's fairly obvious that this hasn't solved the problem, so it's not surprising that someone should make the opposite case that we need a leader from somewhere else”

and

c) A quote in from May 2002 (CBC News, May 30, 2002) where in reference to Atlantic Canada, where he said:

“There is dependence in the region that breeds a culture of defaitism.””.

The Chair ruled the proposed amendment inadmissible because it is irrelevant to the main motion.

 

Peter Julian moved, — That the motion be amended by adding the words “and elsewhere” after the word “sector” and by deleting the words “in light of the comments by Senior Liberal MP David McGuinty and Liberal leadership candidate Justin Trudeau” and “that Members of Parliament David McGuinty and Justin Trudeau be invited as witnesses to explain their comments”.

Debate arose thereon.

 

The question was put on the amendment of Peter Julian and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

Peter Julian moved, — That the motion be amended by adding after the words “of these economic benefits” the following: “and also the environmental impacts and the cost of subsidies”.

Claude Gravelle gave notice of a motion inviting today's witnesses to appear at a future meeting.

 

John McKay moved, — That the motion be amended by deleting the words “in light of the comments by Senior Liberal MP David McGuinty and Liberal leadership candidate Justin Trudeau” and replacing the words “that Members of Parliament David McGuinty and Justin Trudeau be invited as witnesses to explain their comments” with the words “that the Minister of Western Economic Diversification be invited”.

It was agreed, — That the witnesses be dismissed.

 

John McKay moved, — That the motion be amended by deleting the words “in light of the comments by Senior Liberal MP David McGuinty and Liberal leadership candidate Justin Trudeau” and replacing the words “that Members of Parliament David McGuinty and Justin Trudeau be invited as witnesses to explain their comments” with the words “that the Premier of Alberta be invited”.

John McKay moved, — That the motion be amended by deleting the words “in light of the comments by Senior Liberal MP David McGuinty and Liberal leadership candidate Justin Trudeau” and replacing the words “that Members of Parliament David McGuinty and Justin Trudeau be invited as witnesses to explain their comments” with the words “that the Premier of British Columbia be invited”.

Debate arose thereon.

 

The question was put on the amendment of John McKay and it was negatived, by a show of hands: YEAS: 0; NAYS: 6.

 

John McKay moved, — That the motion be amended by deleting the words “in light of the comments by Senior Liberal MP David McGuinty and Liberal leadership candidate Justin Trudeau” and replacing the words “that Members of Parliament David McGuinty and Justin Trudeau be invited as witnesses to explain their comments” with the words “that the Committee include, as part of the study, an examination of the economic impact of the energy sector on related business including supply chain providers”.

 

Blaine Calkins moved, — That the Committee do now adjourn.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

At 1:13 p.m., the Committee adjourned to the call of the Chair.
