The Standing Committee on Procedure and House Affairs met at 11:03 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Scott Armstrong, Nathan Cullen, Parm Gill, Alexandrine Latendresse, Tom Lukiwski, Dave MacKenzie, Costas Menegakis, Joe Preston, Scott Reid, Craig Scott and Nycole Turmel.

 

Acting Members present: Hon. Stéphane Dion for Hon. Dominic LeBlanc.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Michel Bédard, Analyst.

 

Witnesses: Alex Atamanenko, M.P., British Columbia Southern Interior; Randall Garrison, M.P., Esquimalt—Juan de Fuca; David Wilks, M.P., Kootenay—Columbia; Bob Zimmer, M.P., Prince George—Peace River.

 

Participants present: Elections Canada: Johanne Boisvert, Assistant Director, Analysis; Benoit Montpetit, Team Leader, Technical Expert, Electoral Geography.

 
Pursuant to Standing Order 32(5), the Committee commenced its study of the report of the Federal Electoral Boundaries Commission for British Columbia 2012, referred to the Committee on Monday, January 28, 2013.
 

Alex Atamanenko and David Wilks made statements and answered questions.

 

At 11:40 a.m., the sitting was suspended.

At 11:44 a.m., the sitting resumed.

 

Randall Garrison and Bob Zimmer made statements and answered questions.

 

At 11:55 a.m., the sitting was suspended.

At 11:59 a.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(3)(a)(iii) and the motion adopted by the Committee on Tuesday, September 25, 2012, the Committee resumed its study of access to information requests and parliamentary privilege.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

ORDERED, — That the Chair present the report to the House.

 

It was agreed, — That the Committee append to its report a supplementary opinion from the New Democratic Party, provided that it is no more than three (3) pages in length and submitted electronically, in both official languages, to the Clerk of the Committee, no later than Tuesday, March 5, 2013, at the end of the day.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 12:22 p.m., the Committee adjourned to the call of the Chair.
