The Standing Committee on Procedure and House Affairs met at 11:03 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Scott Armstrong, Marc Garneau, Parm Gill, Alexandrine Latendresse, Tom Lukiwski, Joe Preston, Scott Reid, Philip Toone, Nycole Turmel and John Williamson.

 

Acting Members present: Sadia Groguhé for Nathan Cullen.

 

In attendance: Library of Parliament: Michel Bédard, Analyst; Andre Barnes, Analyst.

 

Witnesses: House of Commons: Marc Bosc, Deputy Clerk of the House of Commons; Richard Denis, Deputy Law Clerk and Parliamentary Counsel.

 
Pursuant to Standing Order 108(3)(a)(iii) and the motion adopted by the Committee on Tuesday, September 25, 2012, the Committee commenced its study of access to information requests and parliamentary privilege.
 

Marc Bosc and Richard Denis made statements and answered questions.

 

At 12:01 p.m., the sitting was suspended.

At 12:03 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That in relation to the study of the access to information requests and parliamentary privilege, the proposed budget in the amount of $2,100, for the period of 2012-2013 be adopted.

 

It was agreed, — That in relation to the study of the review of the Conflict of Interest Code for Members, the proposed budget in the amount of $1,675.75, for the period of 2012-2013 be adopted.

 

It was agreed, — That the Hon. Tim Uppal, Minister of State (Democratic Reform) be invited to appear before the Committee, on Thursday, October 18, 2012 in relation to Bill C-21, An Act to amend the Canada Elections Act (accountability with respect to political loans).

 

It was agreed, — That Marc Mayrand, Chief Electoral Officer, be invited to appear before the Committee, on Tuesday, October 23, 2012 in relation to Bill C-21, An Act to amend the Canada Elections Act (accountability with respect to political loans).

 

At 12:11 p.m., the Committee adjourned to the call of the Chair.
