The Standing Committee on Government Operations and Estimates met at 11:02 a.m. this day, in Room 228, La Promenade Building, the Chair, Pat Martin, presiding.

 

Members of the Committee present: Dan Albas, Jay Aspin, Denis Blanchette, Kelly Block, Hon. Ron Cannan, Linda Duncan, Pat Martin, Hon. John McCallum, Mathieu Ravignat and Bernard Trottier.

 

Acting Members present: Andrew Saxton for Jay Aspin and Mike Wallace for Peter Braid.

 

In attendance: Library of Parliament: Raphaelle Deraspe, Analyst; Lindsay McGlashan, Analyst.

 

Witnesses: Department of Public Works and Government Services: Normand Masse, Director General, Services and Specialized Acquisitions Management Sector, Acquisition Branch; Vincent Robitaille, Senior Director, Professional Services Procurement Directorate; Pablo Sobrino, Associate Assistant Deputy Minister, Acquisitions Branch.

 
Pursuant to Standing Order 108(3)c)(i) and the motion adopted by the Committee on Tuesday, May 7, 2013, the Committee commenced its study of the Integrated Relocation Program.
 

John McCallum moved, — That witnesses from the Department of Public Works and Government Services testify until 12:30 p.m.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 6.

 

Pablo Sobrino made a statement and, with the other witnesses, answered questions.

 

John McCallum moved, — That the Committee conduct a study into the Government’s media monitoring policies for both internal and contract media monitoring, and that the Committee request the appearance of officials from the Department of Public Works and Government Services in their capacity as a service provider, the Treasury Board Secretariat in their capacity as a policy setting body, and the Privy Council Office; and that the Committee report its findings to the House.

Debate arose thereon.

 

Dan Albas moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

At 12:15 p.m., the sitting was suspended.

At 12:16 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee send a letter to the Privy Council Office expressing its difficulty in obtaining testimony from individuals appointed by orders in council.

 

It was agreed, — That the Committee invite the Minister of Public Works and Government Services and her officials to appear at its meeting of Thursday, June 6, or Thursday, June 13, depending on the availability of the Minister, for consideration of the Supplementary Estimates (A) 2013–14 and the Department’s expenditure plans.

 

It was agreed, — That the Committee invite relevant officials from the Treasury Board Secretariat to appear at its meeting of Tuesday, June 18, 2013, on the Public Service Pension Plan.

 

It was agreed, — That IT/Net be again invited to appear at the Committee’s meeting of Thursday, June 6, or Thursday, June 13, depending on the company’s availability, as part of its study on the Integrated Relocation Program.

 

It was agreed, — That the parliamentary delegation from Guyana visiting Canada from Monday, June 3, to Thursday, June 6, 2013, be cordially invited to attend the Committee’s meeting of June 6, 2013.

 

It was agreed, — That the clerk distribute the Committee’s seventh report entitled “Strengthening Parliamentary Scrutiny of Estimates and Supply” to the parliamentary delegation from Lesotho visiting Canada from Monday, June 3, to Friday, June 7, 2013.

 

At 12:48 p.m., the Committee adjourned to the call of the Chair.
