The Standing Committee on Government Operations and Estimates met at 8:48 a.m. this day, in Room 228, La Promenade Building, the Chair, Pat Martin, presiding.

 

Members of the Committee present: Denis Blanchette, Kelly Block, Peter Braid, Jacques Gourde, Jean-François Larose, Pat Martin, Hon. John McCallum, Costas Menegakis, Bernard Trottier and Mike Wallace.

 

Acting Members present: Colin Carrie for Hon. Ron Cannan and Christine Moore for Linda Duncan.

 

In attendance: Library of Parliament: Tina Lise LeGresley, Analyst; Lindsay McGlashan, Analyst.

 

Witnesses: As an individual: Ian Lee, Professor, Sprott School of Business, Carleton University. Institut pour le partenariat public-privé: Roger Légaré, Managing Director; Johanne Mullen, President. Fengate Capital Management Ltd.: George Theodoropoulos, Managing Director, Infrastructure.

 
Pursuant to Standing Order108(3)(c)(iv) and the motion adopted by the Committee on Thursday, September 27, 2012, the Committee resumed its study of effectiveness of public-private partnerships in the delivery of government services.
 

George Theodoropoulos, by videoconference from Toronto, Ontario, Roger Légaré, Johanne Mullen and Ian Lee, made statements and answered questions.

 

At 10:34 a.m., the sitting was suspended.

At 10:37 a.m., the sitting resumed in camera.

 
The Committee proceeded to give drafting instructions to the analysts for a report.
 

It was agreed, — That a meeting of the Subcommittee on Agenda and Procedure be convened on Tuesday, November 6, 2012, from 1:15 p.m. to 2:00 p.m., in order to select the witnesses to appear as part of the study on energy efficiency in government buildings, structures and public works; and that the Subcommittee also take this opportunity to discuss both of the following documents prepared by analysts: “Statutory Programs” and “Estimates Questionnaire for Departmental Officials”.

 

It was agreed, — That the parties be invited to electronically submit to the Clerk their list of suggested witnesses for the study on energy efficiency in government buildings, structures and public works by Monday, November 5, 2012, at 3:00 p.m.

 

At 10:47 a.m., the Committee adjourned to the call of the Chair.
