The Standing Committee on Government Operations and Estimates met at 3:31 p.m. this day, in Room C-120, 1 Wellington Street, the Chair, Pat Martin, presiding.

Members of the Committee present: Scott Armstrong, Denis Blanchette, Kelly Block, Alexandre Boulerice, Peter Braid, Ron Cannan, Jacques Gourde, Pat Martin, Hon. John McCallum, Mathieu Ravignat and Mike Wallace.

Acting Members present: Ted Opitz for Bernard Trottier.

In attendance: Library of Parliament: Tina Lise LeGresley, Analyst ; Lindsay McGlashan, Analyst.

Appearing: Hon. Tony Clement, President of the Treasury Board and Minister for the Federal Economic Development Initiative for Northern Ontario.

Witnesses: Treasury Board Secretariat: Michelle d'Auray, Secretary of the Treasury Board of Canada; Sally Thornton, Executive Director, Expenditure Operations and Estimates, Expenditure Management Sector; Christine Walker, Assistant Secretary and Chief Financial Officer, Corporate Services.

Pursuant to Standing Order 108(3)(c)(viii), the Committee resumed consideration of the Supplementary Estimates (C) 2011-2012: Votes 1c and 15c under TREASURY BOARD, referred to the Committee on Tuesday, February 28, 2012.

Pursuant to Standing Order 81(4), the Committee resumed consideration of the Main Estimates 2012-2013: Votes 1, 5, 10, 20, 25, 30, 33, 40 and 50 under TREASURY BOARD, referred to the Committee on Tuesday, February 28, 2012.

The Minister made a statement and, with the other witnesses, answered questions.

At 4:42 p.m., the sitting was suspended.

At 4:43 p.m., the sitting resumed.

At 5:02 p.m., the sitting was suspended.

At 5:04 p.m., the Committee resumed sitting in camera.

It was agreed, — That the Privy Council Office be invited to appear before the Committee later on this spring to discuss its 2012-13 Main Estimates and that this invitation also be conveyed to the Minister of Intergovernmental Affairs and President of the Privy Council, Peter Penashue.

At 5:11 p.m., the Committee adjourned to the call of the Chair.
