The Standing Committee on Government Operations and Estimates met in camera at 3:31 p.m. this day, in Room 7-52, 131 Queen Street, the Chair, Pat Martin, presiding.

 

Members of the Committee present: Scott Armstrong, Denis Blanchette, Kelly Block, Alexandre Boulerice, Peter Braid, Ron Cannan, Jacques Gourde, Pat Martin, Hon. John McCallum, Mathieu Ravignat, Bernard Trottier and Mike Wallace.

 

Acting Members present: Ève Péclet for Alexandre Boulerice.

 

In attendance: Library of Parliament: Tina Lise LeGresley, Analyst; Lindsay McGlashan, Analyst; Édison Roy-César, Analyst.

 
Pursuant to Standing Order 108(3)(c)(i) and the motion adopted by the Committee on Tuesday, September 20, 2011, the Committee resumed its study of effectiveness of the Office of Small and Medium Enterprises and the Canadian Innovation Commercialization Program.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: "Effectiveness of the Office of Small and Medium Enterprises and the Canadian Innovation Commercialization Program".

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

It was agreed, — That the Chair present the report to the House.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Third Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, November 14, 2011, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee invite the following departments to appear at its meetings of Tuesday, November 29, and Thursday, December 1, 2011, on Supplementary Estimates (B) 2011–12: Aboriginal Affairs and Northern Development, Human Resources and Skills Development, Industry, and Transport;

2. That the Committee invite the Minister of Public Works and Government Services and Liseanne Forand, President of Shared Services Canada, to appear at its meeting of Thursday, December 8, 2011, on Shared Services Canada;

3. That, for its meeting of Tuesday, December 13, 2011, on Shared Services Canada, the Committee invite three or four of the private sector companies from the Committee’s list of possible witnesses for this study to appear, and that the final decision be left to the Chair and the Clerk, depending on the availability of the witnesses;

4. That, for its meeting of Thursday, December 15, 2011, on Shared Services Canada, the Committee invite representatives from the three governments on the Committee’s list of possible witnesses for this study to appear.

 

It was agreed, — That the draft report be adopted.

 

At 4:48 p.m., the Committee adjourned to the call of the Chair.
