The Standing Committee on National Defence met at 3:32 p.m. this day, in Room 253-D, Centre Block, the Chair, James Bezan, presiding.

 

Members of the Committee present: Chris Alexander, James Bezan, Tarik Brahmi, Corneliu Chisu, Cheryl Gallant, Jean-François Larose, Hon. John McKay, Christine Moore, Rick Norlock, Ted Opitz and Mark Strahl.

 

Acting Members present: Malcolm Allen for Jack Harris.

 

In attendance: Library of Parliament: Melissa Radford, Analyst; Erin Shaw, Analyst.

 

Witnesses: As individuals: Col Michel W. Drapeau, Professor, University of Ottawa; Gilles Létourneau, Retired Judge of the Federal Court of Appeal and the Court Martial Appeal Court of Canada; Clayton Ruby, Lawyer. Military Police Complaints Commission: Glenn Stannard, Chair.

 
Pursuant to the Order of Reference of Wednesday, December 12, 2012, the Committee resumed consideration of Bill C-15, An Act to amend the National Defence Act and to make consequential amendments to other Acts.
 

Col Michel W. Drapeau and Clayton Ruby made statements and answered questions.

 

At 4:32 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed.

 

Glenn Stannard and Gilles Létourneau made statements and answered questions.

 

At 5:26 p.m., the sitting was suspended.

At 5:29 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to the Committee’s study of Bill C-15, An Act to amend the National Defence Act and to make consequential amendments to other Acts, following the hearing of witness testimony on Wednesday, February 13, 2013, the Committee shall proceed to clause-by-clause consideration of the bill, no earlier than Monday, February 25, 2013.

 

It was agreed, — That, in relation to the Committee's study of the Defence of North America, notwithstanding the motion adopted by the Committee on Monday, February 4, 2013, and to the budgets adopted by the Committee on Tuesday, December 11, 2012, the Committee travel to Washington D.C. and Colorado Springs, Colorado from Tuesday, March 19 to Friday, March 22, 2013, and to Winnipeg, Manitoba and Victoria, British Columbia, from Monday, March 25 to Thursday, March 28, 2013, and that the necessary staff do accompany the Committee.

 

At 5:48 p.m., the Committee adjourned to the call of the Chair.
