The Standing Committee on Official Languages met at 8:47 a.m. this day, in Room C-110, 1 Wellington Street, the Vice-Chair, Yvon Godin, presiding.

Members of the Committee present: Robert Aubin, Hon. Mauril Bélanger, Ray Boughen, Hon. Michael D. Chong, Yvon Godin, Jacques Gourde, Dan Harris, Costas Menegakis, Élaine Michaud, Bernard Trottier and John Weston.

Acting Members present: Bob Zimmer for John Williamson.

In attendance: Library of Parliament: Lucie Lecomte, Analyst.

Witnesses: National Research Council Canada: Danial Wayner, Vice-President, Frontier Science; Charles-Antoine Gauthier, Acting Director, Research Programs. Canada Economic Development for Quebec Regions: Gilles Pelletier, Director General, Regional Operations; Jean-Pierre Lavoie, Director General, Policy, Research and Programs. Western Economic Diversification Canada: Daniel Watson, Deputy Minister; James Meddings, Assistant Deputy Minister; France Guimond, Director General, Operations-Manitoba.

Pursuant to Standing Order 108(3)(f) and the motion adopted by the Committee on Thursday, September 29, 2011, the Committee resumed its study on the evaluation of the Roadmap: improving programs and service delivery.

Danial Wayner made a statement.

At 8:50 am, Michael Chong took the Chair.

Jean-Pierre Lavoie and Daniel Watson made statements and, with Danial Wayner, Charles-Antoine Gauthier, Gilles Pelletier, France Guimond and James Meddings, answered questions.

Costas Menegakis moved, — That the photographer be expelled from the Committee room.

The question was put on the motion and it was negatived, by a show of hands: YEAS: 2; NAYS: 10.

At 10:00 a.m., the sitting was suspended.

At 10:05 a.m., the sitting resumed.

The Committee resumed consideration of the evaluation of the Roadmap: improving programs and service delivery. Questioning of the witnesses resumed.

At 10:34 a.m., the sitting was suspended.

At 10:35 a.m., the sitting resumed.

The Committee proceeded to the consideration of matters related to Committee business.

The Committee resumed consideration of the motion of Yvon Godin, — That in relation to the study of the evaluation of the Roadmap: improving programs and service delivery, the proposed budget in the amount of $ 63, 900 be adopted.

The Committee resumed consideration of the amendment of Costas Menegakis, — That the motion be amended by adding after the words “be adopted” the following: “and that the Committee invite witnesses to appear by videoconference, and if not possible, that they be invited to appear in person”.

The debate continued.

Mauril Bélanger moved, — That the amendment be amended by:

(a) replacing the words “by videoconference” with the words “in person”

(b) replacing the words “in person” with the words “by videoconference”.

Debate arose thereon.

At 10:46 a.m., the Committee adjourned to the call of the Chair.
