The Standing Committee on Justice and Human Rights met in a televised session at 3:31 p.m. this day, in Room 253-D, Centre Block, the Chair, Mike Wallace, presiding.

 

Members of the Committee present: Dan Albas, Scott Armstrong, Françoise Boivin, Robert Goguen, Pierre Jacob, Hoang Mai, Wayne Marston, Kyle Seeback, Mike Wallace and David Wilks.

 

Acting Members present: Kelly Block for Brent Rathgeber and Francis Scarpaleggia for Hon. Irwin Cotler.

 

In attendance: Library of Parliament: Cynthia Kirkby, Analyst; Dominique Valiquet, Analyst.

 

Appearing: Hon. Rob Nicholson, P.C., M.P., Minister of Justice and Attorney General of Canada.

 

Witnesses: Department of Justice: Donald K. Piragoff, Senior Assistant Deputy Minister, Senior Assistant Deputy Minister's Office; Karen Audcent, Senior Counsel, Criminal Law Policy Section.

 
Pursuant to the Order of Reference of Monday, February 25, 2013, the Committee commenced consideration of Bill C-55, An Act to amend the Criminal Code.
 

The Minister made a statement and, with Donald K. Piragoff, answered questions.

 

At 4:30 p.m., the sitting was suspended.

At 4:30 p.m., the sitting resumed.

 

Donald K. Piragoff and Karen Audcent answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Fifth Report from the Subcommittee on Agenda and Procedure. The Report read as follows:

That the Committee study Bill C-55 , An Act to amend the Criminal Code, by inviting the Minister of Justice and Attorney General of Canada, the Hon. Rob Nicholson, P.C., M.P., and Senior Officials on Monday, March 4, 2013.

That the Committee hear witnesses on Bill C-55, An Act to amend the Criminal Code, during the first hour of Wednesday, March 6, 2013.

That the Committee proceed to the clause-by-clause consideration of Bill C-55, an Act to amend the Criminal Code, during the second hour of Wednesday, March 6, 2013.

That the Committee study the Supplementary Estimates (C) for the fiscal year ending March 31, 2013, by inviting the Minister of Justice and Attorney General of Canada, the Hon. Rob Nicholson, P.C., M.P., and Senior Officals on Monday, March 18, 2013.

That the Committee hear witnesses on Bill C-394, An Act to amend the Criminal code and the National Defence Act (criminal organization recruitment), on Wednesday, March 20 and during the first hour of Monday, March 25, 2013.

That the Committee proceed to the clause-by-clause consideration of Bill C-394, An Act to amend the Criminal code and the National Defence Act (criminal organization recruitment), during the second hour of Monday, March 25, 2013.

 

On motion of Robert Goguen, it was agreed, — That the report of the Subcommittee be concurred in.

 

At 4:40 p.m., the Committee adjourned to the call of the Chair.
