The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 4:13 p.m. this day, in Room 8-53, 131 Queen Street, the Chair, Ed Komarnicki, presiding.

 

Members of the Committee present: Marjolaine Boutin-Sweet, Brad Butt, Chris Charlton, Ryan Cleary, Rodger Cuzner, Joe Daniel, Ed Komarnicki, François Lapointe, Kellie Leitch, Colin Mayes, Phil McColeman and Devinder Shory.

 

In attendance: Library of Parliament: Sandra Gruescu, Analyst; André Léonard, Analyst.

 

Witnesses: Department of Human Resources and Skills Development: Alexis Conrad, Director General, Horizontal Management and Integration Directorate; Yves Gingras, Senior Director, Economic Policy Directorate; Catherine Scott, Director, Trades and Apprenticeship Division, Labour Market Integration Directorate.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, February 15, 2012, the Committee resumed its studies of “Fixing the Skills Gap: Addressing Existing Labour Shortages in High Demand Occupations” and “Understanding Labour Shortages: Addressing Barriers to Filling Low-Skilled Jobs”.
 

Alexis Conrad made a statement and, with Yves Gingras and Catherine Scott, answered questions.

 

Phil McColeman moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Brad Butt, Joe Daniel, Kellie Leitch, Colin Mayes, Phil McColeman, Devinder Shory — 6; NAYS: Marjolaine Boutin-Sweet, Chris Charlton, Ryan Cleary, Rodger Cuzner, François Lapointe — 5.

 
 

At 5:05 p.m., the sitting was suspended.

At 5:06 p.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 17, 2011, the Committee resumed its study of Skills Development in Remote Rural Communities in an Era of Fiscal Restraint.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: "Skills Development in Remote Rural Communities in an Era of Fiscal Restraint".

 

It was agreed, — That the Chair, clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

ORDERED, — That the Chair present the report to the House.

 

It was agreed, — That the Committee append to its report a dissenting opinion from the NDP, provided that it is no more than the original report pages in length and submitted electronically to the Clerk of the Committee, no later than Friday, June 22, 2012, in both official languages.
