The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met in camera at 3:31 p.m. this day, in Room 253-D, Centre Block, the Chair, Ed Komarnicki, presiding.

 

Members of the Committee present: Brad Butt, Jean Crowder, Joe Daniel, Carol Hughes, Ed Komarnicki, Kellie Leitch, Colin Mayes, Claude Patry, Manon Perreault and Devinder Shory.

 

Acting Members present: Costas Menegakis for Phil McColeman and Scott Simms for Rodger Cuzner.

 

In attendance: Library of Parliament: Sandra Gruescu, Analyst; André Léonard, Analyst. House of Commons: Christine Holke David, Procedural Clerk.

 

Witnesses: Department of Human Resources and Skills Development: David McGovern, Senior Assistant Deputy Minister, Strategic Policy and Research Branch; Jacques Paquette, Senior Assistant Deputy Minister, Income Security and Social Development Branch; Louis Beauséjour, Associate Assistant Deputy Minister, Skills and Employment Branch; Kathryn McDade, Assistant Deputy Minister, Learning Branch. Service Canada: Carolina Giliberti, Senior Assistant Deputy Minister, Services Management; Paul Thompson, Assistant Deputy Minister, Processing and Payment Services Branch; Cheryl Fisher, Assistant Deputy Minister, Citizen Service Branch.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

1. That the Committee invite witnesses from the various portfolios within Human Resources and Skills Development Canada (HRSDC), as well as the Canada Mortgage and Housing Corporation (CMHC) to provide an introductory briefing and respond to questions, and that the Committee adopt the following work plan:

Thursday, September 29, 2011:
-HRSDC officials
-Service Canada officials

Tuesday, October 4, 2011:
-Labour Program officials
-CMHC officials

2. That the Committee begin study of the foreign qualification recognition process in Canada to be titled, A Framework for Success: Practical Recommendations to Further Shorten the Foreign Qualification Recognition Process, and that the Committee adopt the following work plan:

Thursday, October 6, 2011:
-HRSDC officials
-Citizenship and Immigration Canada (CIC) officials

Tuesday, October 18, 2011:
-Robert Walsh, Law Clerk and Parliamentary Counsel, House of Commons
-Witnesses on ongoing projects funded under the framework

Thursday, October 20, 2011:
-Witnesses on ongoing projects funded under the framework

Tuesday, October 25, 2011:
-Third party groups that assist applicants

Thursday, October 27, 2011:
-National associations from areas of interest

Tuesday, November 1, 2011:
-National associations from areas of interest

Thursday, November 3, 2011:
-Provincial representatives

Tuesday, November 15, 2011:
-Summary meeting with HRSDC and CIC officials on steps already taken to address the issues
-Provide drafting instructions for report
-Planning of future business

3. That the Committee hold meetings on November 17 and 22, 2011 to consider the Federal Support Measures to Adoptive Parents study.

 

It was agreed, — That the report of the Subcommittee be concurred in.

 

At 3:41 p.m., the sitting was suspended.

At 3:46 p.m., the sitting resumed in public.

 
Pursuant to Standing Order 108(2), the Committee proceeded to Introductory Briefings.
 

David McGovern made a statement and, with the other witnesses, answered questions.
