The Standing Committee on Access to Information, Privacy and Ethics met in a televised session at 3:30 p.m. this day, in Room C-110, 1 Wellington Street, the Chair, Pierre-Luc Dusseault, presiding.

 

Members of the Committee present: Scott Andrews, Charlie Angus, Charmaine Borg, Alexandre Boulerice, Brad Butt, Blaine Calkins, John Carmichael, Patricia Davidson, Earl Dreeshen, Pierre-Luc Dusseault and Colin Mayes.

 

Acting Members present: Chris Warkentin for Dean Del Mastro.

 

In attendance: Library of Parliament: Miguel Bernal-Castillero, Analyst; Maxime-Olivier Thibodeau, Analyst.

 

Witnesses: BlueKai Inc.: Alan Chapell, Outside Counsel, Privacy Officer. Office of the Privacy Commissioner of Canada: Jennifer Stoddart, Privacy Commissioner of Canada; Chantal Bernier, Assistant Privacy Commissioner; Barbara Bucknell, Strategic Policy Analyst, Legal Services, Policy and Research Branch.

 
Pursuant to Standing Order 108(3)(h) and the motion adopted by the Committee on Tuesday, May 8, 2012, the Committee resumed its study of privacy and social media.
 

Alan Chapell made a statement and answered questions.

 

At 4:15 p.m., the sitting was suspended.

At 4:18 p.m., the sitting resumed.

 

Jennifer Stoddart made a statement and, with the other witnesses, answered questions.

 

At 5:16 p.m., the sitting was suspended.

At 5:18 p.m., the sitting resumed.

 

Chris Warkentin moved, — That the Committee proceed to sit in camera .

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Charlie Angus, Charmaine Borg, Brad Butt, Blaine Calkins, John Carmichael, Patricia Davidson, Earl Dreeshen, Colin Mayes, Chris Warkentin — 9; NAYS: Scott Andrews, Alexandre Boulerice — 2.

 

At 5:19 p.m., the sitting was suspended.

At 5:20 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee undertake the statutory review of the conflict of Interest Act for the purposes of Section 67.1 of the Act which states that: “Within five years after this section comes into force, a comprehensive review of the provisions and operation of this Acts shall be undertaken by such committee of the Senate, of the House of Commons or of both Houses of Parliament as may be designated or established by the Senate or the House of Commons, or by both Houses of Parliament, as the case may be, for that purpose“; that the study be a maximum of eight meetings to hear evidence and; that the Committee's findings be reported to the House no later than May 31st, 2013.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
