The Standing Committee on Access to Information, Privacy and Ethics met in a televised session at 8:46 a.m. this day, in Room 253-D, Centre Block, the Vice-Chair, Patricia Davidson, presiding.

 

Members of the Committee present: Scott Andrews, Charlie Angus, Ruth Ellen Brosseau, Brad Butt, Blaine Calkins, John Carmichael, Patricia Davidson, Dean Del Mastro, Earl Dreeshen, Pierre-Luc Dusseault and Colin Mayes.

 

Acting Members present: Pat Martin for Nathan Cullen.

 

Other Members present: André Bellavance.

 

In attendance: Library of Parliament: Maxime-Olivier Thibodeau, Analyst.

 

Witnesses: Office of the Conflict of Interest and Ethics Commissioner: Mary Dawson, Conflict of Interest and Ethics Commissioner; Lyne Robinson-Dalpé, Assistant Commissioner, Advisory and Compliance; Eppo Maertens, Director, Reports and Investigations.

 
Pursuant to Standing Order 108(3)(h), and the motion adopted by the Committee on Tuesday, September 20, 2011, the Committee proceeded to a Briefing with the Information, Privacy, Lobbying and Conflict of Interest and Ethics Commissioners.
 

Mary Dawson made a statement and, with the other witnesses, answered questions.

 
Pursuant to Standing Order 108(3)(h) and the motion adopted by the Committee on Tuesday, September 27, 2011, the Committee commenced its study of the Union Sponsorship of the NDP Spring 2011 Convention.

At 10:12 a.m., the sitting was suspended.

At 10:17 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Charlie Angus moved, — That the Standing Committee on Access to Information Privacy and Ethics undertake a study of the use of the G8 Legacy Fund for political purposes to determine if the Conflict of Interest Act was violated in its disbursement, if the actions of the Minister were ethical, and to review the fund in relation to the Federal Accountability Act and Accountable Government – A guide for Ministers and Ministers of State, 2011.

Debate arose thereon.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 6.

 

At 10:40 a.m., the Committee adjourned to the call of the Chair.
