The Standing Committee on Environment and Sustainable Development met at 11:03 a.m. this day, in Room 228, La Promenade Building, the Chair, Mark Warawa, presiding.

 

Members of the Committee present: Stella Ambler, François Choquette, Kirsty Duncan, Megan Anissa Leslie, Laurin Liu, James Lunney, Michelle Rempel, Robert Sopuck, Lise St-Denis, Lawrence Toet and Mark Warawa.

 

Acting Members present: Bryan Hayes for Stephen Woodworth.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst; Tim Williams, Analyst.

 

Witnesses: Government of Saskatchewan: Mark Wittrup, Assistant Deputy Minister, Environmental Protection and Audit Division, Ministry of Environment; Tareq Al-Zabet, Director, Environmental Assessment, Ministry of Environment. As an individual: Meinhard Doelle, Professor, Dalhousie University. Canadian Association of Oilwell Drilling Contractors: Nancy Malone, Vice-President, Operations.

 
Pursuant to the Order of Reference of Wednesday, October 19, 2011, the Committee resumed its statutory review of the Canadian Environmental Assessment Act.
 

Mark Wittrup made a statement and, with Tareq Al-Zabet, answered questions.

 

At 11:58 a.m., the sitting was suspended.

At 12:03 p.m., the sitting resumed.

 

Nancy Malone and Meinhard Doelle, by videoconference from Halifax, Nova-Scotia, made statements and answered questions.

 

Megan Anissa Leslie moved, — That the Committee invite the Minister of the Environment to appear before the Committee, no later than on Tuesday, November 29, 2011, to discuss the Supplementary Estimates (B) 2011-12; that the Minister’s opening statement not exceed ten (10) minutes; and that the Minister’s appearance be televised.

Debate arose thereon.

 

Stella Ambler moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Stella Ambler, Bryan Hayes, James Lunney, Michelle Rempel, Robert Sopuck, Lawrence Toet — 6; NAYS: François Choquette, Kirsty Duncan, Megan Anissa Leslie, Laurin Liu, Lise St-Denis — 5.

 

At 12:54 p.m., the sitting was suspended.

At 12:55 p.m., the sitting resumed in camera.

 

It was agreed, — That the Minister of the Environment be invited to appear before the Committee as a witness, on a date convenient to the Minister, regarding the Supplementary Estimates (B) 2011-12;

That, if the Minister cannot appear before the Committee prior to the House of Commons voting on the Supplementary Estimates (B) 2011-12, the Minister be invited to either: appear before the Committee himself regarding the Supplementary Estimates (B) 2011-12 at a date convenient to the Minister’s schedule after the vote on the Supplementary Estimates (B) 2011-12, or have officials appear in the Minister’s place before the Committee regarding the Supplementary Estimates (B) 2011-12;

That the Minister’s opening statement not exceed ten (10) minutes; and

That the Minister’s appearance, or the officials in his place, be televised if possible.

 

At 1:05 p.m., the Committee adjourned to the call of the Chair.
