The Special Committee on Co-operatives met in a televised session at 9:33 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, Blake Richards, presiding.

 

Members of the Committee present: Malcolm Allen, Hon. Mauril Bélanger, Ray Boughen, Ruth Ellen Brosseau, Brad Butt, Jacques Gourde, Dan Harris, Hélène LeBlanc, Pierre Lemieux, LaVar Payne, Joe Preston and Blake Richards.

 

Acting Members present: Cheryl Gallant for Joe Preston.

 

In attendance: Library of Parliament: Mathieu Frigon, Analyst; Khamla Heminthavong, Analyst. House of Commons: Graeme Truelove, Co-Clerk of the Committee.

 

Witnesses: SNB Wood Co-operative Ltd: Pamela Folkins, General Manager; Christina Keating, Supervisor, Accounting and Purchasing. Co-op Atlantic: Bryan Inglis, Vice-President, Agriculture Division. Nova Scotia Co-operative Council: Dianne Kelderman, President and Chief Executive Officer. Acadian Fishermen’s Co-operative Association Ltd.: Jeff Malloy, Chief Executive Officer and General Manager. Saint Mary's University: J. Tom Webb, Adjunct Professor, Sobey School of Business, Master of Management in Co-operatives and Credit Unions. Prince Edward Island Co-operative Council: Dave Whiting, Executive Director.

 
Pursuant to the Order of Reference of Wednesday, May 30, 2012, and the motion adopted by the Committee on Tuesday, June 19, 2012, the Committee resumed its study of the status of co-operatives in Canada.
 

J. Tom Webb, by videoconference from Vancouver, British Columbia, Jeff Malloy and Bryan Inglis made statements and answered questions.

 

At 11:30 a.m., the sitting was suspended.

At 1:05 p.m., the sitting resumed.

 

Dave Whiting, Dianne Kelderman and Pamela Folkins made statements and answered questions.

 

Dan Harris moved, — That the Committee business section of the meeting be in public.

 

RULING BY THE CHAIR

The Chair ruled the motion inadmissible because it was not related to the subject at hand.

 

Whereupon, Dan Harris appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division: YEAS: Ray Boughen, Brad Butt, Jacques Gourde, Pierre Lemieux, LaVar Payne, Joe Preston — 6; NAYS: Malcolm Allen, Mauril Bélanger, Ruth Ellen Brosseau, Dan Harris, Hélène LeBlanc — 5.

 

Dave Whiting, Dianne Kelderman and Pamela Folkins answered questions.

 

At 3:01 p.m., the sitting was suspended.

At 3:07 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee remain sitting in camera.

 

At 3:50 p.m., the sitting was suspended.

At 3:57 p.m., the sitting resumed.

 

At 4:10 p.m., the Committee adjourned to the call of the Chair.
