The Standing Committee on Citizenship and Immigration met in a televised session at 3:33 p.m. this day, in Room C-110, 1 Wellington Street, the Chair, David Tilson, presiding.

 

Members of the Committee present: Rick Dykstra, Alain Giguère, Sadia Groguhé, Roxanne James, Kevin Lamoureux, Chungsen Leung, Costas Menegakis, Ted Opitz, Jinny Jogindera Sims, Rathika Sitsabaiesan, David Tilson and John Weston.

 

Acting Members present: Blaine Calkins for Ted Opitz, Ève Péclet for Jinny Jogindera Sims and Bernard Trottier for Ted Opitz.

 

In attendance: Library of Parliament: Julie Béchard, Analyst.

 

Witnesses: Centre of Excellence in Security, Resilience, and Intelligence, Schulich Executive Education Centre : Walter Perchal, Program Director; RAdm Donald Loren, Faculty. Privy Council Office: Ward P.D. Elcock, Special Advisor on Human Smuggling and Illegal Migration. Anglican Church of Canada: Rev. Canon William Prentice, Director, Community Ministry, Diocese of Ottawa; Rev Laurette Gauthier Glasgow, Special Advisor, Government Relations, Diocese of Ottawa. Pursuant to the Order of Reference of Monday, April 23, 2012, the Committee resumed consideration of Bill C-31, An Act to amend the Immigration and Refugee Protection Act, the Balanced Refugee Reform Act, the Marine Transportation Security Act and the Department of Citizenship and Immigration Act.
 

Walter Perchal and RADM Donald Loren made statements and, with Ward P.D. Elcock, answered questions.

 

At 4:31 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed.

 

Rev. Canon William Prentice, Rev Laurette Gauthier Glasgow and Lorne Waldman made statements and answered questions.

 

At 5:32 p.m., the sitting was suspended.

At 5:36 p.m., the sitting resumed.

 

Furio de Angelis made a statement and answered questions.

 

At 6:31 p.m., the Committee adjourned to the call of the Chair.
