The Standing Committee on Canadian Heritage met in camera at 3:33 p.m. this day, in Room 7-52, 131 Queen Street, the Chair, the Hon. Rob Moore, presiding.

 

Members of the Committee present: Scott Armstrong, Gordon Brown, Paul Calandra, Andrew Cash, Matthew Dubé, Parm Gill, Jim Hillyer, Hon. Rob Moore, Scott Simms and Rathika Sitsabaiesan.

 

Acting Members present: Robert Aubin for Pierre Nantel and Wai Young for Terence Young.

 

In attendance: Library of Parliament: Marion Ménard, Analyst; Michael Dewing, Analyst. House of Commons: Julie Lalande Prud'homme, Procedural Clerk.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, September 27, 2011, the Committee resumed its review of national protocol procedures.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the draft report be adopted.

 

It was agreed, — That the report be entitled: "Review of National Protocol Procedures".

 

It was agreed, — That the Chair, Clerk and Analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

ORDERED, — That the Chair present the report to the House.

 

It was agreed, — That the Committee append to its report dissenting and/or supplementary opinions, provided that they are submitted electronically, in both official languages, to the Clerk of the Committee, no later than 4:00 p.m. on Tuesday, October 23, 2012.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee proceed to sit in public.

 

At 3:48 p.m., the sitting was suspended.

At 3:49 p.m., the sitting resumed in public.

 

On motion of Scott Armstrong, it was agreed, — That the Committee undertake a study and invite relevant witnesses to testify on the status of amateur coaching in Canada; with emphasis on the regulation and certification of amateur coaches, participation rates in amateur sports and how the government might further promote amateur coaching in Canada.

 

Andrew Cash gave notice of the following motion: That the Committee undertake a one day study and invite relevant government witnesses to testify on the process that lead to the changes to the Museum of Civilization, given that this plan was never introduced to the Committee during its year-long study on Canada's 150th anniversary.

 

By unanimous consent, it was agreed, — That notwithstanding the 48 hours notice routine motion, Andrew Cash be allowed to move his motion.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

At 4:03 p.m., the Committee adjourned to the call of the Chair.
