The Standing Committee on Transport, Infrastructure and Communities met at 9:04 a.m. this day, in Room 209, West Block, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Dennis Bevington, Lois Brown, Roger Gaudet, Brian Jean, Mario Laframboise, Colin Mayes, Blake Richards, Merv Tweed, Hon. Joseph Volpe and Jeff Watson.

 

Acting Members present: Brian Murphy for Bonnie Crombie and Massimo Pacetti for Sukh Dhaliwal.

 

In attendance: Library of Parliament: Jean Dupuis, Analyst.

 

Witnesses: Canadian Union of Public Employees: Richard Balnis, Senior Officer, Research. Canadian Auto Workers: Leslie Dias, President, Local 2002; Ron Smith, National Representative, National Office.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on March, 25, 2010, the Committee resumed its study of Aviation Safety and Security - Safety Management Systems for the Aviation Industry.
 

Richard Balnis and Ron Smith made statements and answered questions.

 

At 10:28 a.m., the sitting was suspended.

At 10:32 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Brian Jean raised a point of privilege concerning the release of details from the Committee's in camera proceedings on March 25, 2010.

 

Brian Jean moved, — That the Standing Committee on Transport, Infrastructure and Communities present a report to the House of Commons regarding a possible breach of privilege and/or action of contempt on the part of the MP for Parkdale-High Park in divulging privileged information from an in camera meeting of the Standing Committee on Transport, Infrastructure and Communities on March 25, 2010, against the will of the committee and with the intention of sharing this information with the public, and that the Committee ask the House to take whatever action it deems necessary.

 

RULING BY THE CHAIR

The Chair ruled that the issue raised indeed relates to privilege and was proper to be discussed.

 

Debate arose thereon.

 

It was agreed, — That debate on the motion under consideration be adjourned to April 13, 2010, and that it be the Committee’s first item of business that day.

 

On motion of Mario Laframboise, it was agreed, — That the proposed budget in the amount of $ 19 013, for the period of 2010-2011 for the study of Aviation Safety and Security be adopted.

 

At 10:55 a.m., the Committee adjourned to the call of the Chair.
