The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met at 1:07 p.m. this day, in Room 253-D, Centre Block, the Chair, Scott Reid, presiding.

 

Members of the Subcommittee present: Johanne Deschamps, Russ Hiebert, Wayne Marston, Scott Reid, Mario Silva and David Sweet.

 

Acting Members present: Hon. Mark Eyking for Hon. Irwin Cotler.

 

In attendance: Library of Parliament: Melissa Radford. House of Commons: Andrew Bartholomew Chaplin, Procedural Clerk.

 

Witnesses: Raoul-Dandurand Chair of Strategic and Diplomatic Studies: Mélanie Coutu, Research Fellow, Center for Peace Missions and Humanitarian Studies. Université du Québec à Montréal: Gaëlle Breton-Le Goff, Associated Professor, Department of Law.

 
Pursuant to Standing Order 108(2), and the motion adopted by the Subcommittee on Thursday, October 21, 2010, the Subcommittee commenced its study of the sexual assault on women and children during peacekeeping operations, in fragile states and in situations of conflict.
 

The witnesses made statements and answered questions.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

On motion of Mario Silva, it was agreed, — That the Subcommittee hear from Jürgen Creutzmann, member of the European Parliament on Thursday, December 2nd, 2010, from 12:30 p.m. to 1 p.m., on the topic of women’s rights in Pakistan.

 

By unanimous consent, on motion of Mario Silva, it was agreed, — That the motion adopted on Thursday, October 21, 2010, concerning sexual assault on women and children be amended by adding the word “/or” after the word “and” and by adding the word “, Pakistan” after the word “Haïti”.

 

The motion, as amended, read as follows:

That the Subcommittee on International Human Rights undertake a study on the sexual assault of women and children during peacekeeping operations, in fragile states and/or in situations of conflict, in particular in Afghanistan, the Democratic Republic of Congo, Haiti, Pakistan and Sudan.

 

At 2:00 p.m., the Subcommittee adjourned to the call of the Chair.
