The Standing Committee on Natural Resources met by videoconference at 9:02 a.m. this day, in Room 253-D, Centre Block, the Vice-Chair, Alan Tonks, presiding.

Members of the Committee present: Mike Allen, David Anderson, Hon. Navdeep Bains, Paule Brunelle, Nathan Cullen, Claude Guimond, Richard M. Harris, Russ Hiebert, Hon. Geoff Regan and Alan Tonks.

Acting Members present: Malcolm Allen for Nathan Cullen and LaVar Payne for Devinder Shory.

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst ; Mohamed Zakzouk, Analyst.

Witnesses: AmeriSpec: Martin Brunet, President and Certified Energy Advisor, Owner of Ottawa East Franchise. Canadian Home Builders' Association: Victor Fiume, President; John Kenward, Chief Operating Officer; David Foster, Director, Environment Affairs. Canadian Energy Efficiency Alliance: Ken Elsey, President and Chief Executive Officer. As an individual: Sheldon E. Busey, President, Shell Busey's HouseSmart Referral Network. Corporation des propriétaires immobiliers du Québec: Hans Brouillette, Director, Public Affairs and Communications; Pascal Dubois, President, Legault-Dubois. North American Insulation Manufacturers Association: Stephen Koch, Executive Director.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on March 16, 2010, the Committee resumed its study of the Status of ecoENERGY Programs

Martin Brunet and Victor Fiume made statements and, with the other witnesses, answered questions.

Ken Elsey, by videoconference from Toronto, Ontario, made a statement and answered questions.

At 9:59 a.m., the sitting was suspended.

At 10:04 a.m., the sitting resumed.

Sheldon E. Busey and Hans Brouillette made statements and, with Pascal Dubois, answered questions.

Stephen Koch, by videoconference from Toronto, Ontario, made a statement and answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

On motion of Richard M. Harris, it was agreed, — That the proposed budget in the amount of $38,150, for the study of the Status of ecoENERGY Programs be adopted.

At 11:00 a.m., the Committee adjourned to the call of the Chair.
