The Standing Committee on Procedure and House Affairs met at 11:01 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Claude DeBellefeuille, Tom Lukiwski, Joe Preston, Marcel Proulx, Scott Reid and Terence Young.

 

Acting Members present: Scott Andrews for Judy Foote, Cheryl Gallant for Steven Blaney, Hon. Marlene Jennings for Yasmin Ratansi, Thomas J. Mulcair for Yvon Godin, Pierre A. Paquette for Mario Laframboise and Stephen Woodworth for Harold Albrecht.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Nicolas Auclair, Analyst.

 

Witnesses: Office of the Commissioner of Lobbying: Karen E. Shepherd, Commissioner of Lobbying; Bruce Bergen, Senior Counsel. House of Commons: Audrey O'Brien, Clerk of the House of Commons; Louis Bard, Chief Information Officer.

 
Pursuant to the Order of Reference of November29, 2010, the Committee resumed consideration of the question of privilege relating to the premature disclosure on November 18, 2010, of the confidential draft report on the prebudget consultations of the Standing Committee on Finance by an employee of the member for Saskatoon—Rosetown—Biggar.
 

Karen E. Shepherd made statements and, with Bruce Bergen, answered questions.

 

At 11:52 a.m., the sitting was suspended.

At 11:57 a.m., the sitting resumed.

 

Audrey O'Brien made a statement and, with Louis Bard, answered questions.

 

At 12:40 p.m., the sitting was suspended.

At 12:42 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
