The Standing Committee on Government Operations and Estimates met in a televised session at 8:47 a.m. this day, in Room 237-C, Centre Block, the Chair, the Hon. John McKay, presiding.

 

Members of the Committee present: Diane Bourgeois, Paul Calandra, Blaine Calkins, Siobhan Coady, Jacques Gourde, Ed Holder, Hon. John McKay, Hon. Geoff Regan and Chris Warkentin.

 

Acting Members present: Hon. Denis Coderre for Siobhan Coady, Meili Faille for Robert Vincent and Marc Lemay for Robert Vincent.

 

In attendance: Library of Parliament: Édison Roy-César, Analyst.

 

Witnesses: British Columbia Institute of Technology: Stephen Hollander, Program Coordinator, Economic Crime Studies, Centre for Forensic and Security Technology Studies. Office of the Procurement Ombudsman: Paul Morse, Senior Advisor, Procurement Practices Review; Oriana Trombetti, Deputy Procurement Ombudsman.

 
Pursuant to Standing Order 108(3)(c)(i) and the motion adopted by the Committee on Tuesday, October 19, 2010, the Committee resumed its study of the management of the Department of Public Works and Government Services in awarding of contracts for the renovation of parliamentary buildings.
 

Oriana Trombetti and Stephen Hollander made statements and, with the other witness, answered questions.

 

At 10:16 a.m., the sitting was suspended.

 

At 10:19 a.m., the Committee resumed sitting in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Fifth Report from the Subcommittee on Agenda and Procedure which read as follows:

1. That for its meeting of Tuesday, December 14, 2010, on the management of the Department of Public Works and Government Services in awarding contracts for the renovation of parliamentary buildings, the Committee invite the Deputy Procurement Ombudsman, Oriana Trombetti, and her officials, as well as Stephen Hollander of the British Columbia Institute of Technology for the first hour and a half; and that the remaining half-hour be devoted to the consideration of a draft report in link with the study on the financing by the government of renewable energy projects;

2. That, for its meeting on Thursday, December 16, 2010, the Committee deliberate to produce a draft report for its study on the freezing of departmental budgets and government operations;

3. That the theme of the administration of the office of the Public Sector Integrity Commissioner be one of those that could be considered when the House returns in January;

4. That the Committee staff distribute to members the tripartite committee's report on the renovation of the parliamentary precinct during the holidays adjournment weeks.

 

It was agreed, — That the report of the Subcommittee be concurred in.

 
Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Wednesday, April 14, 2010, the Committee resumed its study of renewable energy projects funded by the Government.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report be adopted.

 

It was agreed, — That the report be entitled: "A Question of Privilege".

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 
Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Monday, March 15, 2010, the Committee resumed its study of the freeze on departmental budget envelopes and government operations.
 

The Committee proceeded to give drafting instructions to the analyst for the draft report.

 

At 10:47 a.m., the Committee adjourned to the call of the Chair.
