The Standing Committee on Justice and Human Rights met at 11:39 a.m. this day, in Room 253-D, Centre Block, the Chair, Ed Fast, presiding.

 

Members of the Committee present: Bob Dechert, Ed Fast, Marc Lemay, Serge Ménard, Alexandra Mendes, Rick Norlock, Brent Rathgeber and Stephen Woodworth.

 

Acting Members present: Hon. Larry Bagnell for Brian Murphy, Jacques Gourde for Daniel Petit, Megan Anissa Leslie for Joe Comartin and Todd Norman Russell for Hon. Dominic LeBlanc.

 

In attendance: Library of Parliament: Robin MacKay, Analyst; Dominique Valiquet, Analyst. Standing Committee on Justice and Human Rights: Simon Larouche, Committee Clerk. House of Commons: Wayne Cole, Legislative Clerk; Lucie Tardif-Carpentier, Legislative Clerk.

 

Witnesses: Department of Justice: Paul Saint-Denis, Criminal Law Policy Section.

 
Pursuant to the Order of Reference of Wednesday, April 14, 2010, the Committee resumed consideration of Bill C-475, An Act to amend the Controlled Drugs and Substances Act (methamphetamine and ecstasy).
 

The witness answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 

The Chair called Clause 1.

 

On Clause 1,

Stephen Woodworth moved, — That Bill C-475, in Clause 1, be amended by replacing line 15 on page 1 with the following:

“than 10 years.”

 

The question was put on the amendment of Stephen Woodworth and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

Clause 1 carried.

 

Clause 2 carried.

 

On new Clause 3,

On motion of Bob Dechert, it was agreed, — That Bill C-475 be amended by adding after line 7 on page 2 the following new clause:

COMING INTO FORCE

3. Section 1 comes into force 90 days after the day on which this Act receives royal assent.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

ORDERED, — That Bill C-475, as amended, be reprinted for the use of the House at report stage.

 
By unanimous consent, pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 9, 2010, the Committee resumed its study on the state of organized crime.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That in the context of its study on the state of organized crime, the Committee invite witnesses of the following organizations:

- Canadian Security Intelligence Service (CSIS);

- United Kingdom Serious Organized Crime Agency (SOCA);

- Legal Aid;

- Swedish National Council for Crime Prevention; and

- U.S. Department of Homeland Security.

 

At 12:10 p.m., the Committee adjourned to the call of the Chair.
