The Standing Committee on Environment and Sustainable Development met at 3:33 p.m. this day, in Room 371, West Block, the Chair, James Bezan, presiding.

 

Members of the Committee present: Scott Armstrong, James Bezan, Bernard Bigras, Blaine Calkins, Linda Duncan, David J. McGuinty, Francis Scarpaleggia, Justin Trudeau, Mark Warawa, Jeff Watson and Stephen Woodworth.

 

Acting Members present: Pascal-Pierre Paillé for Christian Ouellet.

 

Associate Members present: Bruce Hyer.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst; Tim Williams, Analyst.

 

Witnesses: As an individual: C. Scott Findlay, Associate Professor, University of Ottawa. Vancouver Aquarium Marine Science Centre: Lance Barrett-Lennard, Head, Cetacean Research Program. As an individual: Michael Pearson, Registered Professional Biologist, Pearson Ecological. Scientific Committee on Species at Risk (SCOSAR): Arne Mooers, Associate Professor, Biological Sciences, Simon Fraser University; Jeannette Whitton, Associate Professor, Botany, University of British Columbia.

 
Pursuant to Standing Order 108(2), section 129 of the Species at Risk Act and the motion adopted by the Committee on Tuesday, March 16, 2010, the Committee resumed the statutory review of the Act.
 

C. Scott Findlay, Lance Barrett-Lennard, Michael Pearson and Arne Mooers made opening statements and, with Jeannette Whitton, answered questions.

 

At 5:24 p.m., the sitting was suspended.

At 5:26 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Auditor General of Canada and the Commissioner of the Environment with the appropriate Departmental Officials from Indian and Northern Affairs Canada (INAC) and from Environment Canada be invited to appear on Thursday, May 13, 2010, in relation to the Auditor General's 2010 Spring Report, Chapter 4.

 

At 5:35 p.m., the Committee adjourned to the call of the Chair.
