The Standing Committee on Citizenship and Immigration met by teleconference at 8:49 a.m. this day, in Room 253-D Centre Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Olivia Chow, Nicolas Dufour, Rick Dykstra, Nina Grewal, Robert Oliphant, Devinder Shory, Thierry St-Cyr, David Tilson, Tim Uppal, Alice Wong and Borys Wrzesnewskyj.

 

Acting Members present: Gerard Kennedy for Justin Trudeau.

 

In attendance: Library of Parliament: Julie Béchard, Analyst; Daphne Keevil Harrold, Analyst.

 

Witnesses: Ontario Council of Agencies Serving Immigrants (OCASI): Debbie Douglas, Executive Director; Amy Casipullai, Coordinator, Policy and Public Education. Afghan Association of Ontario: Jamal Kakar, Executive Director; Saber Fermand, Vice-President; Dost Yar, Treasurer. Association for New Canadians: Bridget Foster, Executive Director; Megan Morris, Director of Programs. Asian Community AIDS Services: Andre Goh, Board Chair; Riz Quiaoit, Coordinator, Settlement Program. S.U.C.C.E.S.S.: Thomas Tam, Chief Executive Officer. Calgary Immigrant Educational Society: Salim Sindhu, Executive Director; Noureddine Bouissoukrane, Senior Manager, Employment Services. Northwood Neighbourhood Services: Jamila Aman, Executive Director.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 3, 2011, the Committee resumed its study of Immigration Settlement and Adaptation Program.
 

Debbie Douglas, Jamal Kakar and Bridget Foster by teleconference from St. John's, Newfoundland and Labrador, made statements and, with Amy Casipullai, Saber Fermand, Dost Yar and Megan Morris by teleconference from St. John's, Newfoundland and Labrador, answered questions.

 

At 9:38 a.m., the sitting was suspended.

At 9:42 a.m., the sitting resumed.

 

Andre Goh, Riz Quiaoit, Thomas Tam by teleconference from Vancouver, British Columbia, Salim Sindu by teleconference from Calgary, Alberta, and Ed Jamila Aman made statements and, with Noureddine Bouissoukrane by teleconference from Calgary, Alberta, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Olivia Chow moved, — That the Committee recommend that the Minister and the Department of Citizenship and Immigration immediately reverse the $53 million in funding cuts to immigrant settlement and adaptation services, set to take effect March 30, 2011, and that this motion be reported to the House.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

At 10:57 a.m., the Committee adjourned to the call of the Chair.
