The Standing Committee on International Trade met at 3:41 p.m. this day, in Room C-180, 1 Wellington Street, the Chair, Lee Richardson, presiding.

Members of the Committee present: Dean Allison, Ron Cannan, Martha Hall Findlay, Peter Julian, Gerald Keddy, Jean-Yves Laforest, Lee Richardson and Brad Trost.

Acting Members present: Hon. Michael D. Chong for Ed Holder, Johanne Deschamps for Claude Guimond, Raymonde Folco for John Cannis and Michelle Simson for Mario Silva.

In attendance: Library of Parliament: Alexandre Gauthier, Analyst ; Simon Lapointe, Analyst.

Witnesses: Embassy of the Republic of Panama: H.E. Francisco Carlo Escobar Pedreschi, Ambassador Extraordinary and Plenipotentiary of Panama to Canada. Government of Panama: H.E. Francisco Alvarez de Soto, Ambassador Chief Trade Negotiator, Deputy Minister, International Trade Negotiations, Ministry of Trade and Industry; Rudy Cedeño, Advisor to the Deputy Minister, Ministry of Trade and Industry. Canadian Manufacturers and Exporters: Jean-Michel Laurin, Vice-President, Global Business Policy. Université du Québec à Montréal: Alain Deneault, Sociology Researcher. As an individual: Brigitte Alepin.

Pursuant to the Order of Reference of Tuesday, October 26, 2010, the Committee resumed consideration of Bill C-46, An Act to implement the Free Trade Agreement between Canada and the Republic of Panama, the Agreement on the Environment between Canada and the Republic of Panama and the Agreement on Labour Cooperation between Canada and the Republic of Panama.

His Excellency Francisco Carlo Escobar Pedreschi and His Excellency Francisco Alvarez de Soto made statements and answered questions.

At 4:00 p.m., Jean-Yves Laforest took the Chair.

At 4:28 p.m., Lee Richardson took the Chair.

At 4:40 p.m., the sitting was suspended.

At 4:46 p.m., the sitting resumed.

Brigitte Alepin, Alain Deneault and Jean-Michel Laurin made statements and answered questions.

At 5:35 p.m., the Committee adjourned to the call of the Chair.
