The Standing Committee on Aboriginal Affairs and Northern Development met in camera at 3:31 p.m. this day, in Room C-160, 1 Wellington Street, the Chair, Bruce Stanton, presiding.

 

Members of the Committee present: Hon. Larry Bagnell, Rob Clarke, Jean Crowder, Earl Dreeshen, Shelly Glover, Marc Lemay, Yvon Lévesque, LaVar Payne, Todd Norman Russell, Bruce Stanton and John Weston.

 

Acting Members present: Jean-Claude D'Amours for Hon. Anita Neville.

 

In attendance: Library of Parliament: James Gauthier, Analyst; Odette Madore, Analyst; Shauna Troniak, Analyst.

 

Witnesses: Department of Indian Affairs and Northern Development: Patrick Borbey, Senior Assistant Deputy Minister, Treaties and Aboriginal Government; Jamie Tibbetts, Director General, Devolution and Territorial Relations Branch.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Third Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee recommends:

That the Committee meet on Wednesday, December 15, 2010, whether or not the House is in session;

that the Committee meet with the Cree-Naskapi Commission for one hour on February 8, 2011; and

that the Committee consider the Specific Claims Process by holding four meetings including the following witnesses:

Department of Indian and Northern Affairs

Department of Justice

Specific Claims Tribunal

Okanagan Indian Band

Carcross-Tagish First Nation

Chippewa Tri-Council

Fort William First Nation

Mississaugas of the New Credit First Nation

Akwesasne First Nation

Kahnawake First Nation

Kanesatake First Nation

Siksika Nation

Six Nations of the Grand River

 

It was agreed, — That the report be adopted.

 

At 4:18 p.m., the sitting was suspended.

At 4:20 p.m., the sitting resumed in public.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, September 29, 2010, the Committee resumed its study of Nutrition North Canada.
 

The Committee resumed consideration of the motion of Yvon Lévesque, which read as follows:

That the government suspend the new Nutrition North Program for one year from the planned start date to enable isolated or remote communities to participate fully and in an informed manner in the program implementation process and to adapt to it, and that the old Food Mail Program accordingly be extended for the same period of one year, and that the adoption of this motion be reported to the House at the earliest opportunity.

 

The witnesses made statements and answered questions.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 7.

 

At 5:33 p.m., the Committee adjourned to the call of the Chair.
