The Standing Committee on Transport, Infrastructure and Communities met at 3:33 p.m. this day, in Room 209, West Block, the Chair, Merv C. Tweed, presiding.

 

Members of the Committee present: Lois Brown, Roger Gaudet, Candice Hoeppner, Brian Jean, Mario Laframboise, Colin Mayes, Merv C. Tweed, Hon. Joseph Volpe and Jeff Watson.

 

Acting Members present: Olivia Chow for Dennis Bevington, Martha Hall Findlay for Gerard Kennedy and Hon. Maria Minna for Sukh Dhaliwal.

 

In attendance: Library of Parliament: John Christopher, Analyst.

 

Witnesses: Thales Canada Inc.: Guy Baruchel, President; Kevin Fitzgerald, Vice-President, Business Development, Thales Rail Signalling Solutions. VIA Rail Canada Inc.: Paul Côté, President and Chief Executive Officer; André Gravelle, Project Advisor, Capital Programs, Strategy; Gerry Kolaitis, Director, Strategy and Financial Planning, Strategy. Greater Toronto Airports Authority: Toby Lennox, Vice-President, Corporate Affairs and Communications. Van Horne Institute: Teresa Watts, Associate.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows:

1. That the Committee undertake a study on the management and operation of Canada Post and that the President and Chief Executive Officer be invited to appear before the Committee at the earliest opportunity;

2. That the Committee continue its study on NAV CANADA's Airport Traffic Services and invite the President & Chief Executive Officer to appear at the earliest opportunity with respect to the recent changes in airspace and terminal control services at Mirabel Airport;

3. That the Committee undertake the study of Bill C-310, An Act to Provide Certain Rights to Air Passengers, once it reconvenes after the summer recess.

 

Olivia Chow moved, — That the report be amended by replacing the words “once it reconvenes after the summer recess” with the words “prior to the study on the management and operation of Canada Post and prior to the study on NAV CANADA's airport traffic services”.

 

After debate, the question was put on the amendment of Olivia Chow and it was negatived on the following recorded division: YEAS: Olivia Chow — 1; NAYS: Lois Brown, Roger Gaudet, Martha Hall Findlay, Candice Hoeppner, Brian Jean, Mario Laframboise, Colin Mayes, Maria Minna, Joseph Volpe — 9.

 

The question: "That the report of the Subcommittee be concurred in" was put and was agreed to, by a show of hands: YEAS: 8; NAYS: 0.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday April 2, 2009, the Committee resumed its study of high speed rail in Canada.
 

Paul Côté, Teresa Watts, Guy Baruchel, Kevin Fitzgerald and Toby Lennox made statements and, with André Gravelle, answered questions.

 

At 4:44 p.m., the sitting was suspended.

At 4:48 p.m., the sitting resumed.

 

At 5:38 p.m., the Committee adjourned to the call of the Chair.
