The Standing Committee on Official Languages met at 9:05 a.m. this day, in Room 371, West Block, for the purpose of electing a Chair, pursuant to Standing Order 106(1).

 

Members of the Committee present: Steven Blaney, Hon. Michael D. Chong, Jean-Claude JC D'Amours, Shelly Glover, Yvon Godin, Monique Guay, Richard Nadeau, Tilly O'Neill-Gordon, Daniel Petit, Pablo Rodriguez and Lise Zarac.

 

Acting Members present: Sylvie Boucher for Daniel Petit.

 

Associate Members present: Claude Gravelle.

 

In attendance: Library of Parliament: Jean-Rodrigue Paré, Analyst; Nicolas Auclair, Analyst. House of Commons: Guyanne L. Desforges, Procedural Clerk.

 

Witnesses: Fédération des communautés francophones et acadienne du Canada: Marie-France Kenny, President; Suzanne Bossé, Director General.

 
The Clerk of the Committee presided over the election of a Chair.
 

On motion of Michael D. Chong, it was agreed, — That Steven Blaney be elected Chair of the Committee.

 

The Clerk of the Committee presided over the election of the Vice-Chairs.

 

On motion of Pablo Rodriguez, it was agreed, — That Lise Zarac be elected First Vice-Chair of the Committee.

 

On motion of Richard Nadeau, it was agreed, — That Yvon Godin be elected Second Vice-Chair of the Committee.

 

Steven Blaney took the Chair.

 

By unanimous consent, it was agreed, — That the Committee proceed to the study of the impacts of the delays in providing funding to beneficiary organizations from the Department of Canadian Heritage.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, June 16, 2009, the Committee commenced its study of the impacts of the delays in providing funding to beneficiary organizations from the Department of Canadian Heritage.
 

Marie-France Kenny made a statement and, with Suzanne Bossé, answered questions.

 

Jean-Claude JC D'Amours moved, — That the Committee ask the Chair to write to Canadian Heritage requesting the total amount of funding that had to be repaid to the Department by organizations that did not use the funding for various reasons, including the Department’s delays in approving the funding, for the years ending on March 31, 2008, and on March 31, 2009.

 

Shelly Glover moved, — That the motion be amended by replacing the words “for the years ending on March 31, 2008, and on March 31, 2009” with the words “for the last seven years”.

 

The question was put on the amendment of Shelly Glover and it was agreed to, by a show of hands: YEAS: 9; NAYS: 0.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 9; NAYS: 0.

 

The motion, as amended, read as follows:

That the Committee ask the Chair to write to Canadian Heritage requesting the total amount of funding that had to be repaid to the Department by organizations that did not use the funding for various reasons, including the Department’s delays in approving the funding, for the last seven years.

 

At 10:33 a.m., the Committee adjourned to the call of the Chair.
