The Standing Committee on Access to Information, Privacy and Ethics met in camera at 3:32 p.m. this day, in Room 308, West Block, the Chair, Paul Szabo, presiding.

 

Members of the Committee present: Kelly Block, Bob Dechert, Earl Dreeshen, Russ Hiebert, Pierre Poilievre, Bill Siksay, Michelle Simson, Paul Szabo, Ève-Mary Thaï Thi Lac and Borys Wrzesnewskyj.

 

Acting Members present: Richard Nadeau for Carole Freeman.

 

In attendance: Library of Parliament: Élise Hurtubise-Loranger, Analyst; Alysia Davies, Analyst; Sebastian Spano, Analyst.

 
Pursuant to Standing Orders 108(2) and 108(3)(h)(iv), Special Report of the Information Commissioner entitled "Report Cards 2007-2008 and Systemic Issues Affecting Access to Information in Canada" referred to the Committee on Thursday, February 26, 2009, and the motion adopted by the Committee on Wednesday, March 4, 2009, the Committee resumed its study on the Access to Information Act Reform.
 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: The Access to Information Act:“ First Steps Towards Renewal”.

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Chair present the report to the House.

 

It was agreed, — That the Committee append to its report a dissenting opinion from the Member of the New Democratic Party provided that it is no more than 2 pages in length and submitted electronically to the Clerk of the Committee, no later than Monday, June 15, 2009.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

It was agreed, — That a news release be prepared by the analysts and the Clerk, in consultation with the Chair, for publication on the Committee's website and for distribution upon presentation of the report to the House.

 
Pursuant to Standing Order 108(3)(h)(vi) and the motion adopted by the Committee on Wednesday, February 25, 2009, the Committee commenced its study of the activities of the Conservative Party of Canada during the 2006 election campaign in relation to certain election campaign expenses and the ethical standards of public office holders.
 

It was agreed, — That the Committee immediately put an end to its study on the activities of the Conservative Party of Canada during the 2006 Election Campaign in relation to certain Election Campaign Expenses and the Ethical Standards of Public Office Holders.

 

At 4:04 p.m., the Committee adjourned to the call of the Chair.
