The Standing Committee on Citizenship and Immigration met at 9:02 a.m. this day, in Room 209, West Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Paul Calandra, Olivia Chow, Rick Dykstra, Nina Grewal, Hon. Jim Karygiannis, Alexandra Mendes, Thierry St-Cyr, David Tilson, Alice Wong and Terence Young.

 

Acting Members present: Josée Beaudin for Ève-Mary Thaï Thi Lac.

 

Associate Members present: Devinder Shory.

 

In attendance: Library of Parliament: Sandra Elgersma, Analyst; Daphne Keevil Harrold, Analyst.

 

Witnesses: World Education Services: Timothy Owen, Director. Ontario Council of Agencies Serving Immigrants (OCASI): Amy Casipullai, Coordinator, Policy and Public Education. Toronto Region Immigrant Employment Council: Elizabeth McIsaac, Executive Director. Alliance of Sector Councils: Wendy Swedlove, Chair, Working Group on Immigration and Foreign Credential Recognition. Council of Ministers of Education, Canada: Yves E. Beaudin, National Coordinator, Canadian Information Centre for International Credentials. Alberta International Medical Graduates Association: Shahnaz Sadiq, President; Tasnim Waqar, Member. Office des professions du Québec: Christiane Gagnon, Vice-Chair.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jim Karygiannis moved, — That the Clerk of the Committee make the necessary arrangements for a light lunch at the informal meeting at 12:00 p.m., Thursday, October 22, 2009, with the delegation of the Inspector General of the United Nations High Commission for Refugees.

 

After debate, the question was put on the motion and it was agreed to.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, October 1, 2009, the Committee commenced its study of foreign credential recognition.
 

Timothy Owen, Amy Casipullai and Elizabeth McIsaac made statements and answered questions.

 

At 10:04 a.m., the sitting was suspended.

At 10:06 a.m., the sitting resumed.

 

Wendy Swedlove, Yves Beaudin, Shahnaz Sadiq and Christiane Gagnon made statements and, with Tasnim Waqar, answered questions.

 

At 10:59 a.m., the Committee adjourned to the call of the Chair.
