The Standing Committee on Citizenship and Immigration met at 9:04 a.m. this day, in Room 209, West Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Paul Calandra, Olivia Chow, Rick Dykstra, Nina Grewal, Hon. Jim Karygiannis, Alexandra Mendes, Thierry St-Cyr, Ève-Mary Thaï Thi Lac, David Tilson, Alice Wong and Terence Young.

 

Acting Members present: Andrew Kania for Hon. Maurizio Bevilacqua.

 

In attendance: Library of Parliament: Sandra Elgersma, Analyst; Daphne Keevil Harrold, Analyst. House of Commons: Jean-François Lafleur, Legislative Clerk.

 

Witnesses: As an individual: Martin Collacott, Former Canadian Ambassador in Asia and the Middle East. FCJ Refugee Centre: Francisco Rico-Martinez, Co-Director.

 
Pursuant to the Order of Reference of Wednesday, April 22, 2009, the Committee resumed consideration of Bill C-291, An Act to amend the Immigration and Refugee Protection Act (coming into force of sections 110, 111 and 171).
 

The witnesses made statements and answered questions.

At 9:59 a.m., the sitting was suspended.

At 10:01 a.m., the sitting resumed.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Rick Dykstra moved, – That based on the Minister’s stated intention to move forward with a package of reforms to the refugee system, which may include an appeals mechanism suitable to the members of this Committee, and pursuant to Standing Order 97.1(1), this Committee request a 30-day extension for consideration of Bill C-291.

 

After debate, the question was put on the motion and it was negatived on the following show of hands: YEAS 5; NAYS 6.

 

The Chair called Clause 1.

ORDERED, — That the Chair report the Bill to the House.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jim Karygiannis moved, — That this Committee examine the ability of visitors to Canada to obtain the required visas in an efficient manner, including the calling as witnesses officials of the Department of Citizenship, Immigration and Multiculturalism, and stakeholders; and, that pursuant to Standing Order 108(1), any findings and recommendations based thereon be reported to the House.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

At 10:23 a.m., the Committee adjourned to the call of the Chair.
