Mr. Murphy (Charlottetown), from the Standing Committee on Public Accounts, presented the 15th Report of the Committee, "Chapter 7, Economy and Efficiency of Services — Correctional Service Canada of the December 2008 Report of the Auditor General of Canada". — Sessional Paper No. 8510-402-109.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

Introduction of Private Members' Bills

Motions

By unanimous consent, it was resolved, — That the House take note of the significance of the 100th anniversary of Captain Bob Bartlett's voyage to the North Pole as Captain of the Peary Polar Expedition and the Bartlett 2009 Program celebrating his life, his career, and his contribution to helping us to better understand the Arctic now taking place in Newfoundland and Labrador.

Government Orders

Mr. O'Connor (Minister of State) for Mr. Strahl (Minister of Indian Affairs and Northern Development and Federal Interlocutor for Métis and Non-Status Indians), seconded by Mr. Kent (Minister of State of Foreign Affairs (Americas)), moved, — That the Bill be now read a second time and referred to the Standing Committee on Aboriginal Affairs and Northern Development.

Debate arose thereon.

Pursuant to Order made Monday, June 15, 2009, the Bill was deemed read the second time and referred to a Committee of the Whole, deemed considered in Committee of the Whole, deemed reported without amendment, deemed concurred in at report stage and deemed read the third time and passed.


The Order was read for the consideration at report stage of Bill C-26, An Act to amend the Criminal Code (auto theft and trafficking in property obtained by crime), as reported by the Standing Committee on Justice and Human Rights with an amendment.

Deferred Recorded Divisions

Business of Supply

Pursuant to Order made Thursday, June 11, 2009, the House resumed consideration of the motion of Mr. Marston (Hamilton East—Stoney Creek), seconded by Mr. Mulcair (Outremont), — That, in the opinion of the House, in light of the legitimate concerns of Canadians that pensions and their retirement security may not be there for them in their retirement years, the Government of Canada should begin to work with the provinces and territories to ensure the sustainability of Canadians’ retirement incomes by bringing forward at the earliest opportunity, measures such as:

(a) expanding and increasing the CPP/QPP, OAS and GIS to ensure all Canadians can count on a dignified retirement;

(b) establishing a self-financing pension insurance program to ensure the viability of workplace sponsored plans in tough economic times;

(c) ensuring that workers’ pension funds go to the front of the line of creditors in the event of bankruptcy proceedings;

(d) in the interest of appropriate management of the CPP that the Government of Canada immediately protect the CPP from imprudent investment practices by ceasing the practice of awarding managers performance-based bonuses; and

(e) take all necessary steps to recover those bonuses for 2009, ensuring managers in the future are paid appropriate industry-competitive salaries;

The House proceeded to the taking of the deferred recorded division on the amendment of Ms. Davies (Vancouver East), seconded by Mr. Siksay (Burnaby—Douglas), — That the motion be amended:

(a) by adding after the word “forward” the following:

“for review by the Federal-Provincial-Territorial Research Working Group”; and

(b) by deleting the words “/QPP”.
