Management of the Canadian Coast Guard must improve: Committee Report
Ottawa, April 28, 2008 -
The Canadian Coast Guard has not had adequate management leadership for a number of years, according to a report of the Standing Committee on Public Accounts tabled in the House of Commons today by Chair Shawn Murphy, MP.
The Office of the Auditor General conducted a follow-up audit of the Canadian Coast Guard in 2007 and found that the Coast Guard has not made satisfactory progress on any of the twelve recommendations made in the previous two audits. The audit determined that the Coast Guard has a history of failing to complete corrective actions taken to address administrative weaknesses.
The Committee was dismayed to learn that the Coast Guard was unable to complete initiatives related to fundamental management issues, such as, fleet management, fleet renewal, risk management, human resources, and navigational support services. Given the past lack of progress and the seriousness of the issues, the Committee believes that senior management must have more than good intentions and take responsibility and accountability for making improvements.
“The Canadian Coast Guard provides vital marine services to Canadians,” said Mr. Murphy. “But its viability as an institution requires focused and continued management attention to the correcting the weaknesses identified by the Auditor General.”
