The Standing Committee on Public Accounts met at 9:01 a.m. this day, in Room 371, West Block, the Chair, Shawn Murphy, presiding.

 

Members of the Committee present: David Christopherson, Brian Fitzpatrick, Mark Holland, Hon. Charles Hubbard, Jean-Yves Laforest, Mike Lake, Marcel Lussier, Hon. Shawn Murphy, Pierre Poilievre, David Sweet and John Williams.

 

Acting Members present: Irene Mathyssen for David Christopherson.

 

In attendance: Library of Parliament: Alex Smith, Analyst; Lydia Scratch, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; Marian McMahon, Principal; Michael Pickup, Principal; Douglas Timmins, Assistant Auditor General. Treasury Board Secretariat: Bill Matthews, Acting Executive Director, Financial Management and Analysis Sector, Office of the Comptroller General; Rodney Monette, Interim Comptroller General; John M. Morgan, Assistant Comptroller General, Financial Management and Analysis Sector, Office of the Comptroller General. Department of Finance: Paul Rochon, Assistant Deputy Minister, Economic and Fiscal Policy Branch.

 
Pursuant to Standing Order 108(3)(g), the Committee commenced consideration of the Public Accounts of Canada 2007 referred to the Committee on October 17, 2007.
 

Sheila Fraser and Rodney Monette made statements and, with the other witnesses answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

By unanimous consent the Committee agreed to waive the notice requirement for the following two(2)motions:

 

On motion of David Sweet, it was agreed, — That the Standing Committee on Public Accounts of the Second session of the 39th Parliament do commend, in alphabetical order, Staff Sergeant Mike Frizzell, Staff Sergeant Ron Lewis, Chief Superintendent Fraser Macaulay, Ms. Denise Revine, Assistant Commissioner Bruce Rogerson, and, Staff Sergeant Steve Walker;

For their continued efforts to expose the mismanagement of the Royal Canadian Mounted Police pension and insurance plan administration in the face of great personal and professional hardship;

For their unwavering commitment to justice and accountability;

For their dedication to ensure the Royal Canadian Mounted Police remain a cherished national symbol, with the full confidence of both its members and the Canadian public;

And for their embodiment of the core values of the Royal Canadian Mounted Police: integrity, honesty, professionalism compassion, respect and accountability;

And that this motion be reported to the House.

 

On motion of John Williams, it was agreed, — That the Chair write a letter of congratulations to the Chairman of the United Kingdom House of Commons Committee of Public Accounts on the occasion of that committee’s 150th anniversary.

 

At 10:58 a.m., the Committee adjourned to the call of the Chair.
