The Standing Committee on Industry, Science and Technology met at 11:07 a.m. this day, in Room 214, Wellington Building, the Chair, James Rajotte, presiding.

 

Members of the Committee present: Hon. Scott Brison, Paule Brunelle, Colin Carrie, Hon. Mark Eyking, Hon. Dan McTeague, Peggy Nash, James Rajotte, Hon. Raymond Simard, Bruce Stanton, Dave Van Kesteren and Robert Vincent.

 

In attendance: Library of Parliament: Eleanor Fast, Analyst; Dan Shaw, Analyst.

 

Witnesses: Bank of Canada: Paul Jenkins, Senior Deputy Governor; John Murray, Deputy Governor.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on November 20, 2007, the Committee resumed its study of the Impact of the Appreciating Value of the Canadian Dollar on the Canadian Economy.
 

The witnesses answered questions.

 

At 12:11 p.m., the sitting was suspended.

At 12:13 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Peggy Nash moved, — That the Standing Committee on Industry, Science and Technology recommend that the Minister of Industry, Jim Prentice, utilise his discretion under the Investment Canada Act to halt the proposed sale of MacDonald, Dettwiler and Associates Ltd. to Alliant Techsystems until such time that a full hearing into the sale is conducted by this Committee.

Debate arose thereon.

 

Scott Brison moved, — That the motion be amended by replacing the word “recommend” with the word “request” and by replacing the words “utilise his discretion under the Investment Canada Act to halt” with the words “appear before the Committee to discuss” and by replacing the words “until such time that a full hearing into the sale is conducted by this Committee” with the words “prior to an approval of the proposed sale under the Investment Canada Act”.

Debate arose thereon.

 

Peggy Nash moved, — That the amendment be amended by adding after the word “Act” the following: “, and that the Committee invite relevant witnesses to provide comments on this proposed sale at a meeting scheduled for Wednesday, March 5, 2008”.

The question was put on the subamendment of Peggy Nash and it was agreed to, by a show of hands: YEAS: 7; NAYS: 3.

 

The question was put on the amendment of Scott Brison and it was agreed to, by a show of hands: YEAS: 7; NAYS: 3.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 7; NAYS: 3.

 

The motion, as amended, read as follows:

That the Standing Committee on Industry, Science and Technology request that the Minister of Industry, Jim Prentice, appear before the Committee to discuss the proposed sale of MacDonald, Dettwiler and Associates Ltd. to Alliant Techsystems prior to an approval of the proposed sale under the Investment Canada Act, and that the Committee invite relevant witnesses to provide comments on this proposed sale at a meeting scheduled for Wednesday, March 5, 2008.

 

At 12:59 p.m., the Committee adjourned to the call of the Chair.
