The Standing Committee on the Status of Women met at 3:33 p.m. this day, in Room 208, West Block, the Chair, Yasmin Ratansi, presiding.

 

Members of the Committee present: Sylvie Boucher, Patricia Davidson, Nicole Demers, Nina Grewal, Irene Mathyssen, Hon. Maria Minna, Hon. Anita Neville, Glen Douglas Pearson, Yasmin Ratansi and Bruce Stanton.

 

Acting Members present: Johanne Deschamps for Ève-Mary Thaï Thi Lac and Susan Kadis for Hon. Anita Neville.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Clara Morgan, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Irene Mathyssen, it was agreed, — That the Committee adopt the following routine motions as per the last session:

That one copy of the transcript of all in camera meetings be kept in the Committee Clerk’s office for consultation by members of the Committee;

That, if requested, reasonable travel, accommodation and living expenses be reimbursed to witnessses not exceeding one representative per organization; and that, in exceptional circumstances, payment for more representatives be at the discretion of the Chair and that, if requested, reasonable childcare expenses of witnesses be reimbursed;

That the Clerk of the Committee be authorized to make the necessary arrangements to provide for working meals for the Committee;

That the Clerk of the Committee be authorized to distribute to the members of the Committee documents only when they exist in both official languages, and that no document provided by a witness be distributed without the authorization of the Clerk of the Committee;

That the Chair be authorized to hold meetings to receive and publish evidence when a quorum is not present, provided that at least three (3) members are present, including a member of the opposition; and

That witnesses be given 10 minutes to make their opening statement; that during the questioning of witnesses, the time allocated to each questioner be as follows: on the first round of questioning, 7 minutes to a representative of each party in the following order: Liberal Party, Bloc Québécois, Conservative Party, New Democratic Party. On the following rounds of questioning, 5 minutes per party in the following order : Liberal Party, Conservative Party, Bloc Québecois, New Democratic Party, Conservative Party.

 

Bruce Stanton moved, — That each Committee member in attendance shall be permitted to have one staff member attend at any in camera meetings. In addition, each party shall be permitted to have one party staff member attend in camera meetings.

Debate arose thereon.

 

After debate, the question was put on the motion and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

 

Bruce Stanton moved, — That forty-eight (48) hours notice shall be required for any substantive motion to be considered by the Committee; And that the period of notice be calculated from the time the motion has been sent electronically to the members of the committee by the Clerk of the Committee; and that motions be sent in both official languages.

Debate arose thereon.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 6.

 

It was agreed, — That except for amendments to bills, forty eight (48) hours notice be given before any substantive motion is considered by the Committee; and that the motion be filed with the Clerk of the Committee and circulated to members in both official languages. Upon receipt of notice, the Clerk shall put the motion on the agenda of the Committee's next meeting.

 

On motion of Nicole Demers, it was agreed, — That the Standing Committee on the Status of Women request all members of the Committee not to use their Blackberries while witnesses are testifying, out of respect for the witnesses.

 
The Committee proceeded to the consideration of matters related to future business.
 

It was agreed, — That the Minister of Canadian Heritage and the Deputy, Assistant Deputy Minister, and the Coordinator of the Status of Women Canada and the Deputy Coordinator be invited to appear before the Committee on the Supplementary Estimates and the Departmental Performance Reports.

 

It was agreed, — That the Committee invite the Ministers responsible for the government responses to the 12th, 18th and 21st reports of the 1st Session of the 39th Parliament to appear before the Committee.

 

It was agreed, — That the Committee also invite the Minister of Public Safety and the Minister of Citizenship and Immigration to appear regarding the 12th report of the 1st Session of the 39th Parliament of the Committee.

 

It was agreed, — That the Committee study gender budgeting in the first instance and that the research branch provide an overview to permit the Committee to decide on the focus the study will take.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
